rrr River Inn granted project review OK Reno Evening Gazette Wednesday, Novembgr711979-21 By BILL O'DRISCOLL The proposed construction and renovation of the DjAM 1 ivivci inn iviuici ctnu casino won a major project review approval from the Regional Planning Commission Tuesday night. The 5-3 vote recommends that developer George Benny be allowed to tear down the existing casino and build a new, slightly larger structure covering 10,600 square feet. The structure now standing at the site four miles west of Reno was closed last year by a bankruptcy referee. The existing motel would be renovated with rock siding and shingle roofing. The matter now goes before the Washoe County Commission for final action.

A lack of adequate sewer facilities was a major factor in the resort's bankruptcy, developers said. Commission members questioned Benny's planned sewage treatment system, a package plant designed to pump treated effluent to a leach field about 800 feet north of the Truckee River. George Thiel, Washoe County public health engineer, said nearby private wells would have to be monitored at two-month intervals for signs of contamination. The effluent would be treated a second time at the leach field before seeping into the ground. The leach field sits about 70 feet above the Truckee River.

Two owners of private wells voiced their disapproval of the leach field site. But Ariel Basse, attorney for Benny, assured commissioners that contamination of any nearby wells won't occur. Commission member Bill Beil asked Basse whether developers will accept monetary responsibility without lawsuits if any wells were contaminated "Absolutely," Basse replied. "We would provide and haul in clean water for those whose wells were contaminated." Commission member Mike Tuohy, who oppposed the project's approval, said, "It's a limited access site (River Inn). I'm afraid this plan uses it too intensively. I just can't agree with it." Also included in the renovation is the doubling in size of spa on the east end of the resort and a swimming pool to be open free to the public. When questioned on the supervision of a pool open free of charge, Basse replied: "We believe we could control the situation." Airport Authority considers panel By RODNEY FOO A proposal to create a panel that would monitor noise control methods and a review of previous airport relocation study reports are scheduled for Thursday's Airport Authority of Washoe County meeting. The authority meets at 7 p.m.

at 1205 Mill in thcWashoe County Commission's auditorium. Ken Joule, director of Cannon International Airport operations, said today a resolution will be brought before authority members to create a panel that would be comprosed of members from the authority, the Joint Airport Zoning Board, airlines, and the Federal Aviation Administration. Also included on the panel would be officials from Reno, Sparks, Washoe County, and citizens who live near the airport- Joule said the panel would "monitor the implementation of the airport noise control and land use compatibility program and to develop and evaluate additional noise abatement programs as needed." The creation of the panel was one of the suggestion's made by Noise Control and Land Use Compatibility Study. The study was issued last July by Wadell Engineering Corp. at a cost of $134,000.

"This is an Joule said of the proposed panel, "to involve the cities and the county as well as private citizens, who are impacted, in the decision making process rather than it just being an airport authority (effort) it would be a community wide effort." The authority will also meet with David E. Hodges of Hodges and ShuttAviation Planning Services. The Santa Rosa, firm is conducting an airport feasibility relocation study.
