C. officials, headed by five Congressmen, told major league baseball today it "must" put another team in the nation's capital to replace the departed Washington Senators by the start of the 1973 season. "We impressed upon them the necessity of returning baseball to Washington and we left it up to them how to do it," said Rep. B.

Sisk The delegation, which said in its bid to the top officials of the game was received in a "friendly manner," arrived in Phoenix late last night and were closeted with Baseball Commissioner Bowie Kuhn and other baseball officials until 1:30 a.m. (MST). "There are three ways by which a new team could be found for Washington," said Rep. Frank Horton (R-NY).

"The first would be through expansion of the major leagues; the second would be for a present big league owner to move a currently existing team to Washington. The third would be for a group in Washington to purchase a team and move it. Velazquez of Mexico. Velazquez said George Parnassus had offered the contenders for the title, Mando Ramos of Los Angeles and Pedro Carrasco of Spain, $65,000 each for another 15-round bout. In their last encounter in Madrid, Ramos was disqualified for a low blow by a Nigerian referee despite having floored Carrasco four times. The WBC has so far failed to confirm Carrasco as its new world light-weight title vacant after stripping Scotland's Ken Buchanan of the crown for fighting Panama's Ismael Laguna instead of Carrasco.

Buchanan is still recognized by the rival World Boxing Association (WBA). Velazquez said Parnassus had confirmed his offer to Carrasco and Ramos through telegrams to both fighters and to the WBC. "We got Cardenas to play shortstop and I see him as our shortstop for the next year and the year after that," said Dalton.

"That means I can move Fregosi to first base or third base or trade him. Several clubs have discussed Fregosi with me, and now I'm going to find out what the best deal is that I can make for him." Dalton listed as his primary trading targets "a catcher, an outfielder, and a relief now, since we have had to give up LaRoche, a left- handed relief pitcher." However, the Angels' GM stressed that his needs are so many that he is simply interested in "the best players I can acquire now regardless of position." Bill Rigney, manager of the Twins, was the man who called LaRoche, who had a 5-1 record this year, "the best left-handed relief pitcher in the American League" and he explained that shoring up the bullpen was the biggest need of the club that failed to lead the A.L. He is averaging 22 points a game. Chamberlain has averaged only 12.8 points but his rebounding (20.4 a contest) and his defense have been almost impeccable.
