Kenny Guinn tries to build support among Republicans and Democrats for new taxes, he said Tuesday he is concerned about the "fairness" of a proposed gross-receipts tax for Nevada's major businesses. Guinn, who has said raising additional state revenue is the top priority for the 2003 Legislature that convenes in February, would not say Tuesday if the gross-receipts tax would be included in his final recommendations. It is, however, the lynch-pin of a reform package presented to Guinn last week by the panel he appointed to study tax reform. The 0.25 percent tax on businesses with more than $350,000 in annual gross receipts is expected to generate $189 million a year.
