Senate Majority Leader Bill Raggio, R-Reno, is carrying a bill in 2007 to allow Washoe County to impose the same real estate transfer tax for schools as in Clark County. Smaller counties were given other taxes to build schools, leaving Washoe as the only school district in the state without any extra tax help, Superintendent Paul Dugan said. "We need the revenues badly. We hope we don't leave this session with nothing," said Dugan.

"Jim Gibbons made a promise of no new taxes or fees, and he's sticking to that promise," said spokesman Brent Boynton. "He will certainly meet with state Sen. Raggio to discuss his concerns about the need for revenue. The governor-elect will work on meeting the needs of the state, and he's confident that can be done without increasing taxes or fees." The state faces a bevy of needs, ranging from more prisons, a monster-sized liability in state retiree health costs, a huge backlog in highway projects and a push from some legislators for more full-day kindergarten classes. Given the same tax as Clark schools, Washoe property sales would be taxed 60 cents on every $500.

For a new or existing $300,000 home, the tax would be $360. Four school projects are in limbo: Expansions of McQueen High and Incline Elementary, a new technical high school and a new elementary school in south Reno. The tax would generate $9 million a year, enough for the school district to sell a 30-year bond issue for $91 million, Dugan said.
