Each has a plan to combat it.

Danny Tarkanian, the Republican, wants picture identification cards for voters to prevent non-citizens from casting ballots. Ross Miller, the Democrat, opposes that, supporting tougher penalties instead. Ja-. nine Hansen, the independent, wants ballots printed in English only. "I want people to show proof citizenship when they go to the polls," said Tarkanian, a Las Vegas businessman and attorney.

"He's (Miller) against that." Miller claims an ID requirement will reduce voter turnout. "His proposal would actually require people to obtain proof of citizenship before they register," Miller said. "It doesn't make a lot of sense in light of the lack of 'participation we already have." Miller, a deputy district at- public relations and advertising company. Unlike the Democrats and Republicans, the Independent American Party had no primary. "All the attention was going to those primary candidates," he said. "All my donations have come in late. 1 hope to capture a lot of the undecided vote and win back some of those who have said they're going to vote Republican or Democrat. Recent polls commissioned by newspapers on both ends of the state show a tight race between Democrat Kate Marshall and Republican Mark DeSte-fano and a significantly targe number of undecided voters. Independent American Party candidate Mark Andrews is also in the race. His name was not used in a Reno Gazette-Jour-nalKRNV News 4 poll, which showed DeStefano with 33 percent of the vote, Marshall with 25 and 23 percent of voters undecided. A poll commissioned by the Las Vegas Review-Journal a week after the RGJNews 4 poll showed DeStefano with a four-point advantage at 33 to 29 percent. Andrews and "none of these" both had 5 percent of the vote and 28 percent were undecided.

"I've gone from two points to four points ahead (between the two polls)," said DeStefano, a Las Vegas businessman. "We like that trend. We're trending upward." Marshall, a Reno lawyer, said her campaign has been picking up key endorsements. Danny Tarkanian was sanctioned and fined in August by the Nevada Supreme Court for signing legal papers while his law license was inactive, according to documents obtained by the Reno Gazette-journal. Danny Tarkanian described the incident as "just a mistake I made." Ross Miller said "we haven't made any determination" about making Danny Tarkanian's past an issue in the campaign. "I've been through two FBI background checks," she said.

"My opponent walked away with $49,000 in debt and told the government 'I'll never pay you We're talking about somebody who is a bad financial risk." DeStefano said he would like to expand a program statewide that he created in Clark County, Future Stars of America, which teaches basic financial skills to youngsters. "It's been very successful," DeStefano said. All three candidates weighed in on the Millennium Scholarship program. "With the current pattern, it's not going to last very long," Andrews said. "1 think the scholarships should only go to outstanding students.

It's not most appropriately used as a financial aid to the average. Scholarships should always be given to the outstanding performers." DeStefano said Social Security numbers should be required on Millennium Scholarship applications to ensure no illegal aliens are being awarded the scholarships. Marshall said the program is critical and needs protection. She said the treasurer should work with the governor, Legislature and board of regents to find solutions to ensure the program is stable. "You want to make sure you're getting the most bang for your buck," she said.

The two major party candidates in the race are the sons of famous fathers. DeStefano touted his 20 years' experience in the private sector as a financial services expert and his endorsements from Krolicki and former state treasurer Bob Seale, who is chairman of De-Stafano's campaign. "When you're talking about the state treasurer's office, it's an extremely complicated office and you need steady leadership in that office," he said. "It's an excellently run office. My goal is to continue that tradition." Andrews, who is making his second run for state treasurer after losing to Krolicki in 2002, said his business experience has qualified him to hold the position.
