North Valleys is expected to California does poorly on 2001 STAR test SACRAMENTO (AP) Fewer than a third of California public school students were rated froficient or above in English and anguage arts, according to results of this year's statewide test. Proficiency levels show that from 29 percent to 33 percent of students in grades two through 11 were ranked proficient or above on the test's section linked to California's tough new standards in English and language arts. The state Department of Education posted statewide scores Wednesday for the 2001 Standardized Testing and Reporting exam or STAR tests on its Internet site. Schools have already received their reports and are sending them to parents.

This is the first year proficiency levels classified as advanced, proficient, basic, below basic and far below basic have been reported for any of the standards-based tests. The state's goal is getting all students to the proficient level. Poor students did even worse; only from 12 percent to 16 percent were rated proficient or above on the standards-based test. That shows "we still have much work to do to achieve world-class results," said state school Superintendent Delaine Eastin. The statewide results include those students still learning English.

Results counting only English-speaking students show 37 percent to 43 percent of them are proficient or better in language arts. Nearly 4.5 million public school students in second through 11th grades took the tests last spring, the fourth time the STAR test has been given. The STAR test has two main parts: the ninth edition of the standardized national Stanford Achievement Test, Stanford 9, and questions written for California schools based on the state standards outlining what students should learn in each grade. On the Stanford 9, students in most grades and subjects made modest gains, as they have in the past three years. Students scored above the national average in 20 of the 43 grade and subject measurements.

That compares with 15 above the national average in 2000. Students in the lower grades made the highest gains. Reading scores rose two percentage points each in second, third and fourth grades. In math, third-, fourth-and fifth-grade scores went up three percentage points each, while fifth grade increased five points. Nevada ACT scores slightly better than national average Nevada's college-bound students scored about on par with those in the rest of the country on last year's ACT assessment, a college placement and admissions exam, results released Wednesday show.

The national average of ACT composite scores for those who took the test during the 2000-2001 school year was 2 1 .0. Nevada's was 21.3. About 39 percent of Nevada's June 2001 graduates took the exam, compared with 38 percent nationwide. The national ACT exam is designed to measure what students have learned in English, reading, mathematics and science. Colleges use the exam for placing students in courses, based on their ability levels.
