"I think that the overall image of Reno and its ability to attract new tourists ana develop new markets just hasn't been there. And we, at our particular location, just really suffered from that." Whittey, who has been at the Sundowner for 15 years, said the 300 full-time and 75 part-time employees would cannot continue to operate in the gaming industry climate as it currently exists; therefore, I am directing its closure on Monday, Dec. 1,2003. By Jim Abrams ASSOCIATED PRESS WASHINGTON The House voted decisively Thursday for the first ban of an abortion procedure since the Supreme Court's Roe v. Wade ruling that women have a right to end their pregnancies. Strongly supported by President Bush, the bill could be on his desk for signature in days. The 28 1-142 vote culminated an eight-vear drive by the Republican-led House to end the procedure that abortion opponents call partial- birth abortion. The Senate could take up the bill as early as today and send it to the president.

"Today's action is an important step that will help us continue to build a culture of life in America," Bush said in a statement. "I look forward to the Senate passing this legislation so portant bill into law." Abortion rights groups, citing court rulings striking down similar state laws, say the legislation is unconstitu-tionalandtheywillchallenge it as soon as it becomes law. Doctors who violate the ban would be subject to as many as two years in prison. The law would not affect women having the operation. The legislation bans a procedure, generally in the second or third trimester, in which a fetus is partially delivered before a doctor punctures the skull.

The opposing sides differ on the medical necessity or the numbers of such abortions, but they agree the bill will have far-reaching ramifications. "Abortion will stay legal," said House Majority Leader Tom DeLay, R-Texas, a strong supporter of the restriction. See ABORTION on 6A Added security: Both schools aim to prevent rowdy behavior. By Dan Hinxman RENO GAZETTE-JOURNAL Volatile, tense moments intheUNLV-Nevadafoot-1 ball rivalry have prompted administrators and student leaders at both schools to develop a game plan for this weekend to avoid rowdy behavior by players and fans. Beefed up security including UNLV campus police at Mackay Stadium and an on-campus "Good Sport" campaign at the University of Nevada, Reno are among the steps taken this year to curtail possible violent encounters, officials said Thursday.

The rivalry will be revisited at 7:05 p.m. Saturday at Mackay. "We don't want something outside the football field to wreck what is a fun and exciting game," Nevada athletic director and former football coach Chris Ault said. "We've taken extra precautions for two reasons one, for the security of our fans, and two, for the enjoyment of our fans." The rivalry's history has Erovided moments of du-ious distinction. Tensions were high after Jeff Horton, who coached at Nevada in 1993, left to take over the UNLV program.

Ault, who handpicked Horton to succeed him, returned to the sidelines for the 1994 season. Lumpkin ASSOCIATED PRESS WASHINGTON ChiefU.S. weapons searcher David Kay reported Thursday he has uncovered no weapons of mass destruction in Iraq, and only limited evidence of secret programs to develop weapons, drawingfreshcongressional complaints about the Bush administration's prewar assertions of a serious threat from Saddam Hussein. But his team had found only limited evidence of any chemical weapons effort, he said. And there was almost no sign that a significant nuclear weapons project was under way.
