On Tuesday Libya reduced its oil price by an average of $1.10 a barrel to about $39.90. "Sparks now has more and more to offer people. It's establishing its own Identity," he said.

Michael Adams, club general manager, said the hotel will allow the club to expand into other markets. Its primary market is in attracting tour bus programs, he said. "With some of these rooms, our bus passengers will have a place to stay in Sparks," Adams said.

"But the biggest reason is to expand the market to serve more our local clientel and guests off the freeway. Karl's Silver Club officials broke ground Wednesday for a new 130-room hotel at 11th and streets, directly behind the Sparks casino. The project is expected to be completed by March 1982, said Joe Avilla, project manager. General contractor is Walker-Boudwin Construction Co. Financing for the $3.5 million project was made through the First Interstate Bank of Nevada.

The building has a contemporary style with a canopy in front for the convenience of bus passengers. The building will be four stories tall, but designed to accommodate two more floors. (oVt7 PER ANNUM Teamsters Local 885 won a victory at the Comstock Hotel Casino Wednesday while Culinary Local 86 won an election at the Sambo's Restaurant on South Virginia Street. At Sambo's, the vote was eight to four in favor of the union, according to Gregg Hathcock, union organizer. Only 12 of the 20 employees have been employed long enough to be eligible to vote. The election was conducted by the National Labor Relations Board. A management spokeswoman confirmed that the union won the election; however, she declined to comment further.

Hathcock said he expects contract negotiations to start in a few weeks. The union negotiated a three-year contract for workers at the Sparks Sambo's in March. The election represents the union's first victory since it won the employee vote at Circus Circus last fall. Early this spring, the union was disbanded at Karl's Silver Club in Sparks, and, last month, lost at the Nevada Lodge at Crystal Bay. At the Comstock, the Teamsters won a bid to represent 11 front desk workers.

The vote was 7-4. "The steam roller keeps on going," said Jack Seaver, business agent for the union. "There was no challenges, no objections, a clean election," he said. Seaver said the labor relations board has approved an election for front desk people at the Mapes Hotel, but a date has not been set. However, he expects the election to be held in a few weeks.

The Teamsters represent front desk workers and PBX operators at the Circus-Circus, Fitzgerald's, the city of Reno and 27 casinos in Las Vegas. Goodin, who leased the station at Liberty and South Virginia streets from Shell Oil was formally notified of the company's decision Tuesday morning. Shell Oil had planned to close the station at the end of summer anyway, Goodin said. He pointed out that Shell's decision was based on the fact that it "wouldn't make economic sense" to reopen the station only a few weeks before it would close for good. The fire, reported at 5 a.m.

Friday, is under investigation by the Reno Fire Department. It has been officially classified as arson. The fire caused extensive damage to a storage room, service area and electrical system and destroyed equipment, inventory and records, according to a department report.
