The commissioners ruled favorably on Katsumi Kazama after his lawyer said Kazama backed the $137,000 in overdue markers with his own collateral.

Mizuno's lawyer, Richard Horton, argued that since his client testified against Pulawa in the tax and conspiracy case he should be praised instead of blocked from running junkets. Pacarro found support from Commissioner Walter Cox, who said a junket organizer "tells a gangster to go jump in the lake, and he may be shot tomorrow. That's a virtue and virtue should be rewarded." Pacarro testified he paid more than $20,000 in protection money to Pulawa, then refused any more and later testified against Pulawa in the tax case. Commission Chairman Pete Echverria said he knew of threats against Pacarro and added he had heard of a murder contract against the man. The Gaming Control Board, investigative arm of the Gaming Commission, had recommended that none of the four junket organizers be allowed to operate in Nevada.
