2C RENO FRIDAY, MARCH 21, 2003 Lottery Washoe Blotter Cops arrest man in apartment shooting By Elaine Goodman and Pedro Morales RENO GAZETTE-JOURNAL A 21 -year-old man accused of shooting at his ex-girlfriend and wounding her downstairs neighbor earlier this week surrendered Thursday evening after a three-hour standoff at a Sparks motel, police said. Juan Elias Moreno was arrested about 7:30 p.m. at the Western Village Motel, 815 Nichols Boulevard, after he and a 1 7-year-old girl refused to come out of their room. Sparks police Lt. Tom Carson into an occupied building and on two counts of assault with a deadly weapon in connection with the incidents Monday and Jan.

A day earlier, Moreno had come to the woman's door with a gun but fled when she said she would call police, the affidavit said. said a Special Weapons and Tactics team and hostage negotiators were sent to the motel about 4:30 p.m. after Reno police learned where he was.

Carson said the girl was never a hostage and that she and Moreno may have been friends. Police talked with Moreno by telephone before he surrendered peacefully. No streets were closed during the negotiations and no weapons were found in their room, Carson said.
