MR. HYDE'S PLEAS FOR POWER. Governor Hyde's inaugural address is an interesting document little by way of what is meant by "his legislative program." It has general terms and general statements which will be difficult of application, and even more difficult to understand, until the measures designed to apply the principles involved are presented to the General Assembly, with the sanction of executive endorsement. Until these measures apear, comment must be collateral and not direct. The whole situation would be beneficially affected by this procedure.

Every intelligent person sympathizes with the effort to preyent speculation and the use of credit for purposes not beneficial to the general interest, but a wise discrimination should be exercised, and certainly the primary producer like the farmer should not be forced to bear the brunt of the sacrifices. In many parts of the country, especially in the agricultural districts, credit 'is almost entirely wanting and in many lines of legitimate business and industry great losses are being- sustained because of the restriction of credits. Deflation has been carried so far and with such rapidity that we must now reconsider the situation, make an effort to prevent further distress and suffering and bring about a revival of industry and confidence. It is clear that the Governor w.ould favor making these officers appointive, if a new constitution should be written during his administration. F. Hilker, of Barry county, who has availed himself of the opportunity to change seats because of the extra seats in the House. Representative Hilker made the move Tuesday when he went from seat No. 85 to No. 123 leaving Moore with two seats for his use.

It has been known since the session convened that Hilker, who comes from Barry county which boasts of not having a negro resident within its limits, had been displeased with his seat mate. Hilker has made no statement giving his reason for making the change but it is the concensus of opinion that he is endeavoring to make his escape from having the man of color for his seat mate. The new seat taken by Hilker is not nearly so desirable as the one which adjoins Journal. If a Governor cannot control his own appointees in matters of administration under present conditions, no mannev of increased authority can ever give him control. So far. as Missourians ca.n recall, Mr. Hyde is the first Governor who ever found it difficult to accomplish his adminisrative intentions through lack of control of men responsible to Governor for their positions. He is anomaly in that respect, -at least.

Summing up his plea for enlarged authority and the consolidation of boards and bureaus in new departments, he says: "We do not contemplate the creation of new official positions in connection with any existing department." Why did he use the word "existing?" He justifies the c-on- tention, made by those who are not convinced of the correctness of his policy, that such a policy would mean new offices in the new departments, and many of R. in Mo.
