"This could kill the (reeway system. There's no way South Virginia Street would work." In other action, the Planning Com mission attached several recommended conditions to proposed expansions o( the Comstock and Sundowner hotels and the Pacific Six Motor Inn. The conditions, that will go to the Reno City Council, includes requirements that developers obtain unconditional will-serve letters from the Sierra Pacific Power Company for water service; developers will not request collateral or any other early start exemptions for construction; and developers participate in "a systems approach" to day-care programs designed by the city of Reno. The Sundowner expansion already has been recommended for approval several months ago by the Planning Commission without the child care condition, so the staff is "suggesting" the day-care condition to the City South Virginia Street.

The development would also include seven acres of office space. 20 acres of apartments and 23 acres of tow nhouscs and single-family homes. If the City Council overrules the recommendation, construction would begin on the commercial portion of the development by late 1MI0, according to developer Stan Cribbel, president of the Hahn company. When questioned by Reno Mayor Barbara Bonnet during the public hearing portion of Tuesday night's meeting, developers said they had approximately acre feet of water rights on the property, which they would exchange (or water service. Opponents, however, claimed the project would simply create an additional bottleneck on South Virginia Street.

A spokesman for the Meadowood Shopping Center said the project could block a South Virginia Street corridor proposed (or the realignment o( U.S. Sparks," said Planner Bill Biol, "and that's one hell of a mess. I'm opposed to this project until the Highway Department makes a decision about the alignment of U.S. Highway Six lanes is not the answer." The final total came to light Tuesday after the Washoe County Commission voted to accept a low bid of 7.18 percent interest (rom Merrill Lynch, White, Weld, Capital Markers and Associates to buy bonds for purchase of the ranch. First National Bank acted as the agent for the firm, which listed Its base as San Francisco. Last June, cnuntv voters approved a $9 million bond issue to purchase the 408-acre ranch and convert it into a regional park. However, when the bonds end their maturity in 1996, the county will have also paid $8.09 million In The county has a five-year option agreement with the Nevada Public Employees Retirement System to purchase the 408-acre ranch. The agreement calls for the ranch to be sold for $7.5 million with 15 percent tacked on each year until the transaction is completed.

The first year of the option ends Jan. 3, 1980. County officials said they expect to complete the deal with Merrill Lynch by early December. Merrill Lynch's bid narrowly edged a 7.19 percent proposal from John Nuveen and Inc. o( Chicago.

A third bid o( 7.3 percent was o(fered by Drexel, Burnham, Lambert, Inc. of New York. The commission voted 4-0 to accept the Merrill Lynch bid with Commissioner Steve Brown abstaining. Brown, a broker for Paine Webber, excused himself from voting. The unstable money market picture had knocked down the number of bids from six to three, Nick Smith, financial bond consultant, told the commissioners.

However, Brown noted the bids furnished were good, considering the tight money market and the declining Dow Jones Average. Brown said he expected offers of 7.5 percent. "I was pleased with them (the bids I thought we the county) would have had to pay a greater amount of interest than we got off with," he said. County approves River Inn zone change Planning Commission and the county commission before construction begins. Ariel Bass, Benny's attorney, said the expanded hotel-casino would use a package sewer plant.

Opponents of the expansion argued the plant's leach field would endanger their wells, property, and the Truckec River. Commission Chairman Bill Farr informed them sanitation problems would be studied during the major project review process. The project's zone change received planning commission approval last month. Last December. Federal Bankruptcy Judge Bert Goklwater ordered the inn closed after ruling it bankrupt.

The former owner. Time Corp. of Nevada, was unable to pay bills on the hotel-casino, including a bank loan of almost $1.5 mil- lion. The closure forced 55 inn employees out of work six days before Christinas. Thirty-five of the employees also had to search for new homes because they could no longer stay in the inn's trailer park.

On June 8, Benny acquired the inn through the bankruptcy court. The district has received an extension from the state water engineer to drill a second well. Another well would serve as a back-up. By RODNEY FOO A zone change that would allow the owners of the River Inn to expand the financially plagued hotel-casino was approved Tuesday by the Washoe County Commission.

Inn owner George Benny requested the change from limited commercial to general commercial zoning in order to build an 80 unit motel and a 130-space recreational vehicle lot at the 9-100 Fourth St. site. Benny also hopes to expand the present facility to an 800 person capacity casino, with a 400-seat restaurant and a spa. Benny needed the zone change before applying to the county building department for a building permit.
