(American Press Photo) Mark Richard of Cameron was re-elected Saturday to the board of supervisors in the Gulf Coast Soil and Water Conservation District. The unofficial tabulation showed Richard with 1,100 votes to 849 for his opponent, Cleo Rougeau of Vinton. The vote will be promulgated at 9:30 a.m.

Monday in office of the U.S. Soil Conservation Service in the Federal Building here. Saturday's vote marked the first time ail qualified voters in Calcasieu, Cameron and Jeff Davis parishes were eligible to cast votes in the supervisor's election. Previously, only those voters living outside the corporate limits of Lake Charles, Jennings, Welsh. Lake Arthur, Elton, DeQuincy, Sulphur and Vinton were eligible.

(AP)-Inves- gators charged four men with murder Saturday in connection with a gunbattle that left two men dead on U.S. Highway 80 iast of Tallulah. Killed in the Shootout Friday light were Robert Weems and fohn Stephens, both of Madison arish.

Chief Deputy R. R. Mitchell of the Madison Parish sheriffs office gave this account: Weems and Stephens got into an argument over money. The two began fighting, pistols were drawn and Weems suffered a chest wound while Stephens was shot in the leg. Two other men, Edward Ghrigsby and Harold Nevels, also of Madison Parish, tried to place Weems in a car to take him to a hospital.

Gunfire broke out between Ghrigsby and Stephens. It ended with Ghrigsby and Nevels managing to get Weems into the car. The wounded man was taken to a clinic in Tallulah where he was pronounced dead. State police, summoned to the hospital, arrested Ghrigsby and Nevels. Hours later, officials found Stephens lying dead in a ditch near the scene of the shooting.

Besides the wound in his leg, suffered in the exchange of fire with Weems, he had been shot in the upper chest. The case continued under investigation. The Air Force Systems Command at nearby Andrews Air Force Base, in Maryland, said the direct radio communications between satellites proves a theory that the ionosphere a high-a 11 i electrically charged layer of the atmosphere channel radio signals around a curve and over long distances, with little loss of energy. The effect is similar to that of a "whispering gallery," such as a large dome, in which soft sounds are carried all the way across the room.
