Federal Judge Martin I. Welsh of San Francisco dismissed an injunc tion suit filed by Minor Pierce Long, of Oakland, cousin of the late Huey Long, who contended that a section of the "Ham and Eggs" plan infringed a copyright he held. He obtained a copyright in 1934 on literature about the "Ray system" of retirement payments.

Judge Welsh said an idea of a system of government could not be copyrighted. He refused, accordingly, to grant Long's petition to restrain Secretary of State Frank Jordan from placing the measure on the ballot. Long's attorney, John Corgiat said he intended to appeal the case to the U.S. Circuit Court. Judge Welsh's ruling, made yesterday afternoon, said "there is a similarity in plan and purpose and method of operation in Longs copyrighted system and the "Ham and Eggs plan.

But, he added, copyright on an exposition of system of government cannot -prevent the use of the system in tended." The court also declared there was no way Long could amend his pe tition "so as to state a claim entitling him to the reliefs sought." Lesure, Oakland contractor, has filed suit for that amount plus 7 per cent interest in Alameda County Superior Court, through his attorney, Thomas E.

Davis. The suit is also directed against the Globe Indemnity Company, who wrote Williams' $25,000 bond as an office holder. This announcement was made to day by Warren Sisson, executive secretary to the Oakland Housing Authority. With final plans and specifications bNeing completed now, the Authority expects to advertise for bids on the project on October 31, open the bids on November 30 and award the con tract by January 1, Sisson said. The estimated cost of the project is $800,000. It will be erected on a site bounded by Eighth, Tenth, Campbell and Willow Streets and will provide 134 dwelling units.

County Clerk Frank Hogan reported to the district attorney today that at least 300 fraudulent signatures had been found on referendum petitions filed in his office. "It is obvious that whole batches of the 'signatures' were written by one person," Hogan declared. He explained that outside in vestigators," who he did not otherwise identify, had called at the office and checked the signatures on petitions filed with those on the county's great register.
