that was called by Mayor Len Harris The new budget covers the fiscal period from July 1 1956 to June 30 1957 A few minutes after the council ap proved the budget Mr Gunn left for Carson City to file a copy with the State Tax Commission Under state law the city is re quired to complete its budget for the next fiscal year before March 1 or if a is ap proved by the tax commission before March 15 Mr Gunn had said on Wednesday that he did not expect the budget to be com pleted for several days Streamlined However after it was pointed out yesterday morning that city officials could be found guilty of a misdemeanor in office if the budget were not completed on time the fiscal planning in the city hall was radically stream lined and the budget was com pleted by Mr Gunn and other city officials who worked through the noon hour One veteran city hall worker said that it was turning the building upside The council approved the budget in less than five minutes There were no questions virtually no comments on plan Included in the budget plans for a $1000000 bond issue for capital expenditures Coun cilman Russell Mills chairman of the finance committee said after the meeting that there were plans to use this for improvement of the street system and for the con struction of a bridge across the Truckee River at Keystone Ave Cost Estimate The cost of the city administra tion for the 12 months beginning July 1 is estimated at $360552 according to Mr budget A total of $1365046 is allotted for public safety including the oper ation of the police and fire de departments The allotment for health and sanitation problems in the city is $712024 and an other $858628 is alloted for streets highways and public works The budget estimates that there will be an unencumbered balance of $100000 in the city treasury at the end of this fiscal period The city expects to collect $3237 000 from non tax sources during the 1956 57 fiscal year and it will seek another $1183592 in property Officials of the Southern Pacific Railroad have been attempting to get informal approval of the Reno city council for the establishment of a gambling casino on the right of way north of the tracks between Vir ginia St and University Ave it was learned yesterday It was understood that the Southern Pacific itself does not intend to establish the gambling operation but it has an opportunity to lease the land to a firm which would build a club on the east side of Virginia St opposite the Harold's Club parking garage This area is now used as a park ing lot Meet With Conncilmen It was confirmed yesterday by city councilmen that Oliver Thom as local tax agent of the Southern Pacific and two other company officials from San rancisco have met with various city councilmen on at least two occasions They have asked whether the city coun cil would approve a gambling li cense for this site The city council recently adopt ed a resolution in which it an nounced its intention to permit no new gambling establishments north of the Southern tracks This resolution the subject of a public next Monday evening Opposition Expected It seemed likely that the South ernr Pacific request was meeting with some heavy opposition from city officials Mayor Len Harris said that the present policy is to discourage any new gambling clubs in the heart of the downtown area He said however that the council will consider is suing a license to a new casino if it is to operate in conjunction with a hotel of 100 or more rooms City Councilmen Charles Cow en and Russell Mills agreed that this was the present policy Mr Cowen said that he would fayor the establishment of a casino if a hotel is built on the Southern Pacific otherwise It was reported that the rail road company did not favor the idea
