4 Sec. 3-The Pittsburgh Press, Sunday, March 14, 1971 Politics Tietel Touted As State Aide On Patronage City Personnel Chief May Get Similar Job In Highways Office By SHERLEY UHL Press Politics Editor One of the more provocative forecasts to leak from Harrisburg is a prediction that city patronage. chief Gilbert Teitel over to the state in a similar capacity here. Teitel, whose title now is city personnel director, is touted as a top prospect for the post of administrative assistant to District Highways Engineer Anthony Gaeta. Teitel says she has heard nothing, but concedes he could be surprised.

As president of the Allegheny County Council, he is a good friend of state patronage secretary Samuel Begler, who formerly headed the local AFL-CIO Committee on Political Education. Democratic Quandary The Democratic hierarchy here is in a quandry over demic of candidates. The policy committee met after which party's, there was some puzzlement over how eager young candidates now prepared to challenge the organization could be expected to refrain when Sheriff Eugene Coon is running for county commissioner? The theory seems to be that if Coon -also Democratic county chairman-can remain in the commissioners' race in opposition to the or ganiz a- tion's Staisey-Forster slate how can others be pressured to withdraw? One young candidate, State Rep. Andrew McGraw of South Fayette, was mentioned as a prospective choice for campaign manager if he is willing to drop his bid for the prothonotary nomination Coroner Cyril Wecht also was suggested for campaign chairman. Also discussed was the state patronage dilemma.

Ordinarily state would be dispensed by Coon as county chairman, and also as a close associate of Begler. But some partyregulars complained this route in substance, works against the Staisey-Foorster ticket. So the possibility of organizing a patronage committee to function during the campaign was considered. Open Primary Preferred Democrats Allegheny have County endorsed Teen the open primary policy, freeing club members to support Democratic candidates of their choice. Club President Mike Scubert expressed hope that after primary fights are over "all Democrats independents and regulars will unite behind the Democratic nominees and work for their election."
