THE PITTSBURGH PRESS THURSDAY, DECEMBER 18, 1952 Two-Cent Pop Tax Unpopular with Bottlers Gross to Plead For Job Jan. 5 Hearing Set For Jan. 5 The Civil Service Commission Gross was fired In June, 1950, following his indictment on charges of misdemeanor in office and fraudulent coversion of public-owned -labor, time and material. A fatal accident of one of Gross' workers set off the free work scandal investigation. Under the Commission's hearing procedure, City Public Works Director Homer R.

Green will be obliged to produce evidence to show why Gross was fired. Gross, of 1429 Penn still must stand trial oil the charges brought against him. The former City employe per sonally submitted his request for a hearing instead of having the appeal handled by his attorney, James P. McArdle. HARRISBURG, Dec.

18 Pennsylvania soft drink bottlers today took a pop at the proposed tax on soft drinkers. Speaking out was Z. H. Con-fair, of Williamsport, president of the Keystone Bottlers Assn. He served notice that his group will fight to the last swig of strawberry pop any effort to tax their product.

Mr. Confair was talking about the proposal of several State Senators to put a tax of two cents a bottle on soft drinks. "Of course, that is utter nonsense," observed Mr. Confair. "No one in his right mind would consider a tax of 43 cents on a package which sells to the retailer for between 80 cents and a dollar.

"That would be nothing short of confiscatory," insisted Mr. Confair, comparing such a rate to the proposed two-cent tax for a bottle of pop. He said the two-cent rate probably was mentioned in hope of getting the bottlers to compromise for a one-cent tax. But there will be no compromise by the manufacturers, retailers or their employers, declared Mr. Confair.

The State had a one-cent pop tax on the books for four years, but it was repealed by the 1951 Legislature. The one-cent tax yielded 570,000 a year. Legislators estimate the two-cent rate would provide $27,000,000 annually.
