IT'S THE BEST AMERICAN FILM I'VE SEEN THIS YEAR! "Viewing Arkin is like watching Lew Alcindor sink baskets or Bobby Fischer play chess. A virtuoso player entering his richest period! To prove his theory that he's above any ordinary person accusing him of a wrongdoing, he'll commit a callous crime and dare anyone to attempt to pin the rap on him.

His tortured reasoning follows the path that a simple murder is nothing if it benefits the common cause. Or at least the cause that suits his thinking. Df'liberate Cues Art jnored His girl friend would be a natural advocate of the idea, except that she doesn't have long to savor his masterful planning, for she's the natural victim. He cuts her throat and then proceeds to plant a number of clues all over her apartment to incriminate himself fingerprints, necktie, everything imaginable. Just as he figures, nobody has the nerve to identify him as the murder suspect.

His prints are there and rightly so; he's been in and out of the place a number of times. Even the old, portly plumber who the inspector insists identify him as the murderer, isn't about to say so later on. He knows better (and undoubtedly with good reason) to accuse a high police official of such an act. Nobody is going to solve the crime until the inspector breaks down and more or less admits it himself. Both Volonte and Miss Bolkan are top grade in their roles and marvelous support comes from Sergio Tramonti, Gianni Santuc-ci, Orazio Orlando, Salvo Randone and Arturo Dominici.

Luigi Kuveiller's photography is outstanding, along with the editing by Ruggero Mastroianni. Summing up: A chilling look at a potential police state. By THOMAS BLAKLEY, Press Drama Editor The new Italian import at the Forum, Encore theaters, "Investigation of a Citizen Above Suspicion," is a current Oscar nominee for Best Foreip Film and has a good chance to grab off top honors, despite its morbid, macabre theme. For the Columbia release (with English dubbing) is a tough murder-suspense film, bristling with indignation at over-zealous police officers and their methods of taking the law into their own hands instead of being merely the legal enforcers. "Investigation," directed brilliantly by Elio Petri from a screenplay by him and Ugo Pirro, also is blessed with an excellent "musical score by Ennio Morricone.

Of course, this brings up memories of last year's but it's doubtful that the Italian product will reach as wide an audience range with the accent on the intellectual rather than the emotional. Still it's a fine try at presenting an unusual suspense movie, one filled with intriguing sidelights, as'the deterioration of a top police offical takes place. Inspector a Political Expert In the leading role is Gian Maria Volonte, who has risen rapidly to the post of a chief inspector in the vast police complex of Rome. So he's put in charge of the political crimes section, and since he swings far to the right on his ideas of proper law enforcement (as so many persons are bound to do on that side of the fence), the inspector takes a special delight in giving long-haired leftists a thorough going over in the beating up department. And, besides, what does Volonte have to worry about? He's the fair-haired boy of the administration, a hero in the eyes of the people (at least for the conservatives).

It's also obvious that he's close to a mental crack-up, a paranoid type if that's what they still call such characters today. "I am the law and in such a position, I can't do anything wrong in the eyes of anyone else," he announces to himself grandly. And the more he thinks about it, the more it appeals to him to test this theory to the limit. He gives out tips to favorite reporters, and then threatens them with grievous harm if they present the information in the wrong light.

Then the inspector evolves the biggest thing yet in this Pennebaker Rocks 'Sweet Toronto' DALLAS "Sweet Toronto," the new Don Pennebaker rock documentary, will stage its first showing in McFarland Auditorium on Monday. The premiere will benefit the USA Film Festival which is to be held March 8-14 at Southern Methodist University. This will be the only showing of the film before its general release, in six months.
