,22 Reno Evening Gazette Wednesday, November 18, 1981 Investigators seeking second) phony doctor Ul By PHIL BARBER Gaxette lUff writer Special 11.99 Special 9.99 Spe a Joni Lee Taylor as sole shareholder of the corporation and Dr. Duane Dahlberg and Sparks attorney David Dean as directors. The Nevada Secretary of State's office today identified the corporation officers as Joni Taylor of Verdi, president; Ricky Allen of Sparks, vice president; Dean as secretary and Duane Dahlberg as treasurer. Investigator Gene Combs today said, "There is no reason to believe Dean is Involved in any wrongdoing." He also said he believes Joni Taylor and Allen are man and wife and were married in Canada. Sparks Justice of the Peace Jack Lamberti today said he had agreed to Allen's reduction of ball to $10,000 from $53,000 after conversing with Sparks attorney Gordon Shelley.

Asked today If he represents Allen, Shelley replied, "I don't know. No comment." Laxalt said he was upset with the ball reduction because Lamberti did not consult him. Lamberti said bail reduction is common and he agreed to it with the information he had from Shelley. Attempts to reach Allen for comment today were unsuccessful. Combs said he doesn't know where Allen Is.

"The last time I saw him he was in Jail." Allen is scheduled to be arraigned in Sparks Justice Court Dec. 8. According to Laxalt, Allen said he never told anyone the M.D. after his name stood for medical doctor. Laxalt said Allen quipped it could stand for "manipulative doctor." According to the State Bar of Califor- nia In Los Angeles, Allen was admitted to law practice in 1964, was suspended for two years in 1974 and was disbarred in 1977.

The suspension involved the co-min-gllng of a client's funds with his own. The disbarment involved the defrauding and misappropriation of a client's funds, an attempt to deceive a bank and using deceit in the transfer of funds of the late husband of his own sister, spokeswoman Barbara Dunn said. She said disbarment is permanent unless Allen shows rehabilitation. State criminal investigators are seeking a second "doctor" for questioning about a Sparks orthopedics office in which one man already is charged with practicing without a license. On Monday, officers arrested Rick E.

Allen, 51, saying he was posing as a doctor but actually Is a disbarred lawyer from Canoga Park, Calif. Today officers sought Duane Dahlberg for also falsely posing as a doctor. Meanwhile, their Spinal Orthopedics Centre at 2261 Pyramid Way, which investigators said had been doing quite well since opening in April, was closed. And a Southern Nevada doctor said he doesn't know how his name got involved with the clinic. A Yellow Pages advertisement lists three doctors In the office: R.

Allen, M. Ravitch and R. Kessler. Dr. Robert Kessler of Boulder City said today he is the only Dr.

Kessler in the state and knows nothing about Allen or his orthopedic center. And a nurse In the office of Dr. Michael Ravitch in Henderson said he, also, knows nothing about Allen's Sparks business or who is using the name Dr. M. Ravitch.

The telephone answering service today reported the Spinal Orthopedic Centre was closed because no one there Is answering the telephone. The operator said the only doctors she has listed for the office, despite the advertisement, are Allen and Dahlberg. A state Investigator said Allen, before he was released on a reduced ball of $10,000 Monday night, told him that Dahlberg had gone to Minnesota. Deputy District Attorney Bruce Laxalt said some patients reported they were treated by Dr. Allen and others said they were treated by Dr.

Dahlberg. The Nevada Board of Medical Examiners says neither person Is licnesed to practice medicine in this state. In fact, it has no record of them. The Sparks business license for the center lists no one named Allen. It lists Classic Soft crepe steals the show in dressy blouses.

Tomlin, 20, and Susan or Suzanne Russell, 30, wife of survivor J. Paul Russell, who may also have been known as John O'Farrell. Ms. Schmid suggested that a third woman might have been below deck and not visible to Wood when the craft left. The bodies of the missing women had not been found by Tuesday evening.

Gillock said confusion over the number of fatalities may have stemmed from the men's shock at the loss of their wives. He said that the ketch Freedom II was crippled when it was hit by another vessel in stormy seas. The two men told him they experienced generator problems late in the afternoon near the outermost harbor marker of San Francisco Bay, Gillock explained. But their plans to return to their Richmond harbor were upset when the Freedom II was "struck by a larger boat, possibly a freighter," Gillock said. The boat, its steering knocked out, started taking on water, and distress signals were sent out at about 6:30 p.m., Gillock said.

When the anchor became caught In rocks and pulled from the boat at 9:30 p.m., those aboard tried to enter a life raft. Both men were interviewed Tuesday by the Coast Guard, he said. He said they came to Las Vegas to find the relatives of one of the dead women, whom he refused to name. "These people are not fleeing from anything except the barrage of newspaper reporters," he said. Dozier owned the Stage Stop Saloon in Virginia City from January 1980 until August 1981, when he sold out and told friends he planned to sail to the i South Pacific.

Dozier's wife was O'Farrell's daughter, according to Storey County Undersheriff Bill Avan-; sino, and Ms. Tomlin had worked at the saloon. SAN RAFAEL (AP) The case of the missing women from the 55-foot ketch, Freedom II, remained steeped in mystery today over the number of women aboard the craft when It sank in stormy water last Thursday south of Stinson Beach In Marin County. Gerald GUlock, attorney for the two surviving men, said in a Las Vegas news conference Tuesday that three women were lost at sea in the ill-fated excursion. Cherie Ann Dozler, wife of survivor Robert Dozier, was swept overboard and was smashed to death on the rocks, Gillock said he was told by the men.

He added that the two survivors and two other women were subsequently knocked from a raft by 15-to-18-foot waves. But Coast Guard spokesmen on Monday bad tended to discount the third-woman report. Immediately after the boat foundered and sank, officials were told that two women were missing. On Saturday, the Coast Guard received a phone call from a man who identified himself as Paul Russell, one of the survivors, who said three women not two were lost in the storm. The confusion was compounded by statements from Rick Wood, co-owner of the Sanford-Wood Marina in Richmond.

He said he had known survivors Russell, 44, and Robert Dozier, 34, and was acquainted with Mrs. Dozier and her friend, Kristen Tomlin, for the six months they had rented a berth in his harbor. He said he never saw three women as part of the Freedom II crew. In fact, Wood told the Associated Press, he only saw four people aboard the boat. Earlier Tuesday, however, the Marin County sheriff's department said that three women died in the sinking not two as reported by the Coast Guard.

"The survivors say three women drowned," said sheriff's spokeswoman Linda Schmld, adding that sheriff's detectives planned to meet with the two survivors this week to clear up confu Terry play-and-nap wear.
