WASHINGTON (AP) Witnesses told the Senate Small Business Committee Tuesday that cargo thefts at airports are costing shippers millions of dollars annually. And they said the pilferage i is increasing.

Reopening a hearing on the subject, committee chairman Alan Bible, said, "The thievery-pilferage plague at our major airports is a major part of the biggest multibillion dollar racket nationally today stealing from business." "To permit such thievery to continue jeopardizes many businesses who cannot stand the impact," Bible said. Gerard Ditesheim of New York, American Watch Association president, testified that watch losses since January 1967 have totaled million $1.5 million in international air cargo shipments and $1 million in domestic air shipments. "The cure, in our opinion," he said. "is to be found in a concerted drive to reduce the am.ount of time during which goods are exposed to the possibility of theft and to improve airport and airline security procedures." He suggested that thefts could be reduced by providing incentives to airlines "such as a a requirement that they bear a a a a a substantial part of the loss." John J. Corbett of the Airport Operators Council International said air cargo thefts are not increasing in proportion to the rapid increases in the cargo's volume and value.

"What is required," he said, "'is better internal security in the areas leased by airport operators to the air carriers for their cargo operations, and better alarm or notification systems to alert airport security personnel of cargo thefts in leased areas." Wells, drivers reach 'tentative agreement Wells Cargo trucking company and Teamsters Union Local 533 have reached a "tentative agreement" which will probably prevent any future truck drivers' strike, a spokesman for the teamsters said today. Hugo Wagner said union and company officials met in Sacramento Tuesday and "worked out some dispatching rules which we think are pretty Wagner said the rules will be presented to the truck drivers for approval within the week. Truck drivers at Wells went on a "wildcat strike" two weeks ago claiming there was a change in dispatching rules which they did not approve. Drivers stayed out only one day, returning to work when the changes in the rules were discarded and the old rules reinstated. "There was room for improvement in the old rules," Wagner said.

"I think what we worked out Tuesday is better than what we had. and that the men will approve." The Bishop city council has expressed deep concern about construction of raw sewage lagoons on the Paiute Indian Reservation directly west of the city limits.

The council, in a letter to state and federal officials, called the matter of "grave importance" and asked "someone with authority to look into the matter." The sewage lagoon project is being financed largely by the federal government through the U.S. Bureau of Public Health under plans that were in 1961. Since that time, however, a new hospital, several elementary classrooms, and two churches have been built near the site on which the Indians plan to build the lagoons. The council noted that the lagoons will be 400 feet from private homes on the reservation; 1,300 feet from the Bishop elementary school complex, 1,600 Wayne Newton files suit on contract LOS ANGELES (AP) Singer Wayne Newton has filed suit in Superior Court asking cancellation of his three-year contract with Metro-Goldwyn-Mayer and $325,000 damages from the company.
