Thursday, April 197929 Sundowner expansion recommended by planners Hv HOR I.ITWKI A 162 room expansion of the Sundowm-r Hotel Casino received a nod of approval from the Regional Planning Commission Wednesday night, ln a 30-mlnute public hearing, commissioners voted 8-1 to recommend approval of the controver- sial conversion of office space to hotel rooms within the Sundowner's high-rise tower addition currently under construction on Fourth Street. Commisloner Pam Wilcox cast the only vote against the project saying she would continue to vote agalnsl hotel-casino expansion, "until this city makes up its mind about what It wants to do." The commission approval comes less than five month3 after Sundowner owner George Karadanls tried without city approval to convert the office space to hotel rooms. City engineers earlier this year discovered plumbing was being installed In the Sundowner Tower for more hotel rooms than originally approved. Construction plans Initially called for ca sino areas on the first four floors, hotel rooms In floors five through 10 and office space on floors 11-19 After learning of the unauthorized plumbing, city officials Issued a stop work order. The plumbing for the extra rooms was ordered removed and the stop work order was lifted in January.

Now, if the City Council approves the conversion, the plumbing will be reinstalled. "It's a waste of money," said Karadanis. "At the time I didn't think putting the plumbing in was such a serious offense. "We are more oriented toward hotel-casino operations, and hotel rooms tend to go better with the hotel-casino than office space. I think they (the planning commissioners) did a good Job." Earlier, architect William Morris said the conversion was proposed as a matter of "pure economics." Morris told the Planning Commission of several massive office complexes approved by the City Council in the past month.

"More than a million square feet of office space will be introduced to the City of Iteno in the next few years. It's a logical step to make our meager office space into hotel rooms." Morris quoted a Chamber of Commerce position paper issued in February stating a "real need" for hotel rooms added on to existing hotel casinos. Morris also claimed that the Reno-Sparks convention authority favored the expansion. The conversion will require an additional 15,390 gallons per day sewage capacity. The architect also said the hotel room conversion would not have an effect on the traffic situation around the hotel casino.

Karadanis, who also won approval of a 96-unit apartment complex on Silverada Boulevard, said he would give Sundowner employees first right of refusal within his proposed apartment complex Karadanis also said he would give Sundower em ployees priority listing on apartment complexes he owns at University Terrace and College Avenue. Commissioner Dale McKenzie questioned whether Karadanis would in the future acquire sewer allocation in the "normal fashion." Commissioner Brian Whalen said the conversion was a better use of the upper floors than office space and would actually reduce traffic downtown. In voting to approve the project, Commissioner Skip Hansen said the Planning Commission was attempting to show the City Council that it would vote for projects which will offer housing for its employees. "That's been ignored in the past," Hansen said. In other matters, the Planning Commission unanimously recommended approval of a twin-story office tower on the corner of Liberty and Sierra streets.
