Thursday, January 20, 1983 1 .3 Gazette-Journai 2C CARSONTAHOE REPORT Reno woman is Carson's third murder victim as 395 Broadway Boulevard, apparently aiea sometime Friday night or Saturday morning. He said physical evidence indicates she was killed Jacobs was shot to death on January 2 within stent of her young son. Billy Ray Jacobs, her former husband is due to be tried for the offense in April. On January 8, Nancy Arnold was found strangled in her West Telegraph Street apartment. CARSON CITY Carson, which had four murders in all of 1982, has now experienced its third of the new year.

Word of the latest came Wednesday from a Carson Sheriff's Department spokesman who said the body of a Reno woman, shot several times, has been found in her locked car in a Carson Nugget parking lot. Authorities said 61-year-old Terri McClure, who was employed in Reno and whose address was given Educators From pag 1C Sanders said the budget plan imposes strict constraints on educators, but "we consider it's very positive considering the economic situation." Jack Mcbride, chairman of the university's Board of Regents, said that while the system "will have to make some adjustments," Bryan is "keeping faith" with his commitment to higher education. McBride added that the university system will have to be more aggressive in pursuing private sector contributions, noting that Nevada ranks 51st in the nation In attracting private monies for higher education: One aspect of the Bryan's plan that received McBride's overwhelming endorsement was the governor's-proposal to give the Board of Regents the authority to allocate what resources it does receive. "The regents have demonstrated they're capable of making adjustments but we need the flexibility to continue those adjustments," insisted Robert Bersi, chancellor for the university. Bersi added, "When the university submitted its Director Bill) Bible said it was The governor has cited his tremendous commitment to higher education.

He's going to do right by the university. University of Nevada-Reno President Joe Crowley said Bryan's budget shows "the governor has indicated that he regards higher education as a high He has tried to provide us with as much as money as possible under the prevailing economic circumstances." Describing the budget as a "steady-state" measure, Crowley said that in terms of spending power, the university system would have about the same as last year, while UNR would have a little less. The situation is not drastic at UNR, but it could lead to curtailment of enrollment in some high demand courses, he said. In his State of the State address, Bryan said his economic development plans require "a university, strong in science and But Crowley said that under the proposed budget, it would be difficult for UNR to "substantially improve its position in regard to high-tech industry." The UNR president said, however, that the the university is doing a "comphrehensive review" of its programs, and there could be some reallocation of funds to provide high-tech courses. Crowley said that unless the Legislature cuts the proposed budget, it is unlikely there will be an increase in the tuition at UNR.

"At this point, I hope not," said Crowley asked about a tuition hike. "But that's up to the Board of Regents, and it has not at this time dealt with the subject of tuition and fee increases." Crowley also praised Bryan's plan to allow the regents to decide how to allocate more of the funding the university system receives, saying it gives the board "needed flexibility" to meet the university's financial needs. "And the ones that don't have it won't be granted any access points," he added.

Ryan said the routes in question will eventually be converted to a four-lane "ring route" and the community "doesn't want to see the expenditures of those funds and then have the service level interrupted by all these individual approach driveways." the Brcuncrs Experience Bill would limit utility late fees CARSON CITY -A bill limiting the charge that can be imposed on utility customers who don't pay their bills on time was introduced Wednesday in the Senate and referred to the Commerce and Labor Committee. Under SB11, authored by Joe Neal, D-Las Vegas, if a utility charges a customer for late payment of a bill, it would not also be able to bill that customer for any disconnection stemming from that late payment or for a subsequent reconnection of service. The measure also states that the late payment fee should not exceed $1 for every $100 of service for which payment is late. Why did he introduce the bill? "Unemployment," said Neal when reached for comment. "We have a lot of people unemployed and they have difificulty paying their utility bills.

In hard times, why shouldn't they (the utilities) share some of the problems that the unemployed are experiencing? They can afford to do that." He said most utility companies "already charge a service charge and a surcharge, and, sometimes on top of that, they charge you a late fee." The surcharge, he said, is for a variety of things, such as, in southern Nevada, pollution control devises.
