Official ceremony Tuesday Enthusiasm still there, but different for Santini Rocky swears in Cannon Senate's standing committee from 31 to 15 in an effort to streamline business. Cannon also heads the Aviation subcommittee, and that panel will be studying the deregulation of airlines and a proposed Civil Aeronautics Board reorganization bill to liberalize airline route entry and exit. Cannon said he will oppose any effort to abolish the CAB.

The Armed Services Committee will be occupied by consideration of new weapons systems, including the controversial Bl bomber. Cannon said he thinks the crucial problems of nuclear proliferation and nuclear waste disposal will occupy much of the Senate's time this year because of the soon-to-be-felt results of what he termed "indiscriminate worldwide nuclear reactor sales." WASHINGTON (AP) Nevada's senior senator, Howard Cannon, was officially sworn in for his fourth term here Tuesday by Vice President Nelson Rockefeller. Cannon ranks 20th in Senate seniority, and he is the chairman of the Rules Committee. He also is the ranking Democrat on the Commerce Committee, and serves on the Armed Services Committee and the Space Committee. Cannon said a long work schedule is facing the 95th Congress, and that he thinks measures to stimulate the economy, and the development of a national energy policy will be at the top of the agenda along with a start on a national health insurance program.

"I sometimes feel like a voice in the wilderness, but this is a really serious problem we must face." He expressed concern that companies such as Kennecott are having tremendous economic problems, and the nation continues to import 27 per cent of its copper. The congressman said the nation also needs to look ahead to the time when mineral supplies will dwindle to dangerous lows. "Some of the congressmen feel the mineral fairy will descend on us every couple of years and provide all the minerals we need," Santini said. "They just don't realize the problems which are facing the mining industry here and abroad." Santini said another project he hopes to work on during the next two years is implementation of hiring and providing services for the handicapped. "I have become very interested in this area, and I want to work at convincing the employers at the wealth of talent available among the handicapped," he said.

"Also, I want to work at eliminating the various barriers the handicapped encounter in our public buildings." Santini, exhibiting his legendary enthusiasm, predicted the 95th Congress which got under way Tuesday would be an active, successful one, "with the citizens benefiting." By BILL PHILLIPS Rep. Jim Santini is off and running as his second term and the 95th Congress begins. Nevada's lone representative said his reputed enthusiasm after two years in office has not lessened, "but it has been conditioned by reality." The Democrat said that unlike two years ago when he arrived on Capitol Hill as a freshman, he now knows what the needs are that await him, but his enthusiastic thrusts are not any less than in 1975. "That was an exciting time, and we were full of anticipation about the unknown future," Santini said in a telephone interview moments after being sworn into office Tuesday by Speaker of the House Tip O'Neil. "The excitement is still here this time, but it is different." Santini pledged that when the excitement dies down, "I'll know it is time to return to Nevada and go back to spending my time looking for arrowheads." The congreeman expressed optimism about what the 95th Congress will accomplish, particularly under Presidentelect Carter's administration.

"Take energy for instance," Santini said. "The 94th Congress passed some 67 bills concerning energy, but we failed to formulate a policy." Santini predicted this Congress will centralize its energy efforts under a single committee and couple that with Carter's efforts to centralize the executive branch's energy programs. "I think the result will be a definitive energy policy for the nation, rather than the hit and miss efforts of the past two years," Santini said. President-elect Carter is scheduled to meet with congressional leaders Thursday to discuss approaches to improving the nation's economy. Santini predicted the emphasis will be on jobs, rather than tax cuts.

"In my judgment, we need to create public works projects rather than create more government jobs," Santini said. Congressional reform continues to be a timely topic, Santini said, but he said efforts will be more low-key than that of the freshman class of 1975. "We still are working on reform, but I think it is from within the system, which sometimes take longer than I like," he said. pansion of the casino area from the present 18,000 square feet to 53,000 square feet.
