Three of the four classes will be held in Carson City for the convenience of state employes. All four are applicable toward undergraduate degrees, special certificates or the university's new masters in public administration program. During the first summer session, Professor Richard Gable of the University of California, Davis, will offer a course on the Problems of American Public Policy.

Designed with public employees in mind, this course will consider topics such as collective bargaining in the public service, sunset laws, equal employment legislation, and legislative review of administrative rule-making. It will be taught on a special intensive basis. Class members will work independently meet as a class for two sessions scheduled approximately four weeks apart. The class wifi meet June 24-26 for 8 hours a day, and again July 22-24. A course in Organizational Communication will be taught in Carson City by Dr Gordon Zimmerman on Monday, Tuesday, and Thursday evenings for five weeks beginning June 13.

The course deals with three general areas: the theories of organizations; the interpersonal communication process; and awareness of important communication tasks in organizations and strategies for dealing with them. In Reno during the first summer session, Dr. Warren Fox will teach the Elements of Public Adrninistration. However, gaming chairman Philip Hannifin Wednesday questioned whether it was proper to grant a license to Everett S.M. Brunzell, a contractor whose company has been charged with building code violations by authorities in Pluma County, Calif. Brunzell said the allegations revolve around a school construction job his firm contracted for in Quincy. 1 Building Inspectors found that dummy bolts had been built into the structure and, while Brunzell said the structure was safe, he admitted that the finished job did not meet contract specifications. While Brunzell has not been personally charged with a crime, Hannifin said the fact that his firm was Involved left his position "clouded." Brunzell said! his firm spent upwards of $400,000 of its own money to bring the project up to specifications.

By a 2-1 vote, the gamine board recommended approval of Brunzell and unanimously approved the other partners, provided they have $412,000 in reserve to meet any emergency. Also recommended for approval was a request by Summa Corp. to merge several properties for tax reasons including Harolds Club Inc. in Reno, Hotel Properties and Hughes Archisystems Inc. The corporations has until next week to provide officials with the new name of the entity.

The board also recommended approval of licenses for: 1 Philip Mirabelll, brother of Nevada's state treasurer, and Raymond Demmon as partners in El Inca Casino in Las Vegas.
