One Serious Piano Duet BEST BETS 9-10 Victor Borge once again proves himself the master of delightful, irrelevent trivia In VICTOR BORGE AT CARNEGIE HALL. This is Borge at his best: trying to decide, with Leonid Hambro, which Rachmaninoff Prelude to play, appearing with Hanv bro on a split screen as they start Tchaikovsky's Piano Concerto, attempting to accompany tenor Sergio Fran-chl, and musing about such weighty problems as how a fly lands on the ceiling. In a rare serious moment, Borge and Hambro an arrangement of "Joe'l Strauss' Fled-ermaus Overture. Franchl sings Lucevan Le Stelle" from Puccini's La Tosca, "Miml," a flamenco song with a guitar borrowed from the audience, and "Yours Is My Heart Alone." Channels 4, 9.

The unfinished business facing the United States Senate in 1964 and the political Implications of that legislation in an election year the tax cut and civil rights bills are up for discussion on AT ISSUE: THE SENATE AND POLITICS 1964. Host Is Sidney Hyman, author of "The American President." Guests are Sen. John Sherman Cooper and Sen. Eugene McCarthy. Channel 13.

Regular viewers will get a kick out of THE DON NA REED SHOW, but others may find it too sticky sweet for consumption. It's a flashback to the time of Mary's birth, and we watch all the expected developments, including Carl Betz' fumbling efforts to be a handy helpmate. Channels 4, 6. 8 9 Gil Favor (Eric Fleming) has obviously been watching television since he proves an expert prairie psychiatrist in the matter of curing poor, sick Susan Kohner, sought by the Cheyenne who want to burn her as a witch. They don't understand mental illness, you see.

But Favor does. And what Is even more remarkable, he convinces the Indians of that on RAWHIDE. Channels 2, 9. MY THREE SONS has a delightful episode in which Chip (Stanley Livingston) Is cast as Columbus in a school play. He is a reluctant hero until Bub (William Frawley) explains that show business is In his blood.

But Bub's acting style turns out to be a bit broad for grammer school histrionics, and Chip loses the role. Some of the dialogue given the children is very funny. Channel 4. 910 There's a pretty good murder for mystery fans to try to solve on PERRY MASON. It takes place in an elevator, the movable equivalent of a "locked room."
