HUMBARD (Cont.) ll-TREEHOUSECLUIColor 1 Public TV Measure Vetoed WASHINGTON (UPI) -President Nixon has given at least a temporary victory to advocates of local autonomy for educational television systems by unexpectedly vetoing a bill to increase funds for public broadcasting. The bill, which gained over-w helming approval in the House and Senate, would have nearly doubled federal spending on the Corporation for Public Broadcasting. Mr.

Nixon, in a veto message to Congress yesterday, said the corporation was exerting too much control over the nation's 220 educational TV stations. "One of the trends we don't agree with is the extent of national programming being provided to local stations," said Press Secretary Ronald Ziegler. said only 13 per cent of the corporation's funding in 1972 went to local stations. Obituaries Playhouse Owner In Somerset Dies Chess Match Up In Air Over Fischer NEW YORK (UPI) Prospects dimmed early today that U. S. chess player Bobby Fischer would show up in Reykjavik, Iceland, where his match against defending Soviet champion Boris Spassky is scheduled tomorrow.

Newsmen waited in vain at John F. Kennedy International Airport, but the last Icelandic Airlines flight early today took off without Fischer, who is demanding more money. In Germany, Max Euwe, president of the World Chess Federation, said that if Fischer did not show up for the match, he may lose his rights as challenger for the world title. Fischer's behavior has touched off a wave of debate in New York and Moscow. The Sov i news agency Tass said Fischer was motivated by "a disgusting spirit of gain." "Whenever the matter concerns Fischer, money comes first while sports motives are related to the background," Tass said.

The girls try to talk him out of the move, while Phyllis (C 1 i Leachman), who turns out to be the apartment manager, eagerly tries to grab the "celebrity." Repeat. Channels 2, 10.

It's a good episode for series fans. Repeat. Channels 4. (Color) S-9 There are only two rescues for the men on a skinny burglar trapped in a ventilating duct and a doctor caught in a radiation leak after an explosion. They are both exciting.

Meanwhile, back at the hospital, the doctors are patching up two men who got into a barroom brawl. The show's major theme: Gage's (Randolph Mantooth) effort to find out how an exciting episode of "Adam-12" ended. Yup, you see scenes from the show. Repeat. Channels 6, 7, 11.

Edna Caye Archer, who for 43 years was a Methodist missionary in Asia, died yesterday in St. Clair Hospital. Mrs. Archer, 80, of 1532 Tolma Dormont. served as a missionary with her late husband Raymond L.

Archer, who was the Methodist bishop of Southeast Asia. A native of McKeesport, she attended Vennard College of the in University Park, Iowa, and was active in the YWCA and religious education work until leaving for Asia in 1916. Before returning to Pittsburgh in 1959, sbe and her husband worked in Java, Sumatra, Borneo and Singapore. Mrs. Archer was a member of the Mount Lebanon Methodist Church and as a missionary lecturer in area churches.

She is survived by four sisters, Mrs. Mildred Deller, Mrs. Lillian Opanowitz. Mrs. Ruth Jones and Mrs.

Melva Agnew. Friends will be received from 7 to 9 p. m. today and 2 to 4 and 7 to 9 p. m.

Mrs. Feldman, 62, of 740 Sheffield Aliquippa, died Friday in the Aliquippa Hospital following a long illness. She was a member of the Aliquippa Jewish Community Center and belonged to the center's sisterhood. Survivors include her husband Benjamin; a daughter, Mrs. Harvey Cohen of New York: a son, Robert of Pittsburgh: three sisters Mrs.

Grusch Services for Robert C. Grusch, a retired Army sergeant and Pittsburgh native, were held today in St. Mary's Roman Catholic Church. North Side. Mr.

Grusch. 58. a Baltimore resident, died Wednesday in the Bon Secours Hospital, in Baltimore, following a long illness. During his 21 years in the Army, Mr. Grusch was awarded the Purple Heart and Silver Star.
