WITH THE PURCHASE OF ANY OF THESE a Mai mtr cjm mm uan mw mm umm mn Inmate charged in hostage-taking CARSON CITY Nine felony charges including three of first degree kidnapping were lodged in a criminal complaint Thursday against inmate David Wayne in the October 29 hostage-taking at the state Maximum Security Prison. The complaint, filed by the attorney general's office, was accompanied by an affidavit by prison correctional Edward Neidert which claimed Wayne held a sharp metal blade approximately three inches long to his throat. In another al'fadavit, prison nurse Nelda Cushman charges Wayne pulled a knife and told the seven persons present in the prison infirmary they were his hostages and would not get hurt if they do what he said. In addition to the three counts of kidnapping, Wayne is charged with possession of a dangerous weapon by an incarcerated person; coercion; battery with use of a deadly weapon; setting a deadly weapon as a trap; robbery (i.e., the narcotics) with use of a deadly weapon; and possession of a controlled substance.

The 35-year-old Wayne is currently serving a 20-year sentence for the 1970 attempted murder of a Reno bartender. Regents face second age bias lawsuit University of Nevada Regents will face a second lawsuit on age discrimination rather than raise the mandatory retirement age for university employees. Truckee Meadows Community College placement officer Helen Mulder, 65, protested the university exemption from federal retirement laws at the regents' Thursday meeting in Reno. The board took no action on her plea, and attorney Clinton Wooster said he planned to file suit. Wooster also represents Western Nevada Community College professor Chauncey Oakley, whose age discrimination suit is now on appeal before the Nevada Supreme Court.

University regulations require tenured employees to retire at 65 and non-tenured workers to retire at 70. State law prohibits mandatory retirement ages for public employees. But the university has maintained that law doesn't apply to it, because universities have been exempted from the federal retirement age of 70 until 1982. University of Nevada-Reno President Joe Crowley said colleges were given a few years of leeway to compiy with the federal law for planning purposes. Karamanos said the university was being "discri-mant" by not changing its policy to anticipate ihe federal law.

Crowley said he agreed with Karamanos philosophically, but that UNR can't add new positions with a faculty heavily weighted with older members.
