Recent news reports show this occurring in Arizona, Northern California, North Carolina, Tennessee and Washington state. Dreelan said the removal of storm, drain and manhole covers are a public safety hazard.

In Ceres, this week, a woman was injured after she stepped into an uncovered storm drain in a shopping center parking lot. By Jaclyn O'Malley jomalleyergj.com Another national crime trend has ridden its wave into Washoe County: stealing metal storm drain grates and manhole covers to recycle them for quick cash. On the heels of more than 40 storm grates being stolen from the Somersett area since August, another northwest Reno area recently realized it was targeted, too. managing member for the Sunset Bluffs subdivision in Mogul, said 32 manhole covers and 12 storm drain grates were stolen from the development site. He said the theft was recently discovered, after the site had been sparsely attended to the last few months.

The Somersett thefts cost the city more than $8,000, officials said, while the thefts in the Mogul site, on private property, cost nearly $9,000 in losses, Canepa said. His investors are now offering a $500 reward in addition to any Secret Witness reward for a tip that leads to the thieves. "I would hope the thieves would think about the inconvenience they are causing people and for the city," Canepa said, urging the public to report suspicious activities and be on the lookout for people trying to sell the metal items. Sgt. Pat Dreelan of Reno police said he suspects thieves are adding the metal covers weighing around 175 pounds between layers of scrap metal to increase the weight of metal being recycled.

The additional weight could add a couple hundred dollars to a sale to a scrap yard, Dreelan said. He said it's likely scrapyard workers are not sifting between the loads of metal before purchasing it, which could be why the theft is gaining in popularity throughout the country. It also means thieves don't have to try to sell the metal in individual pieces, Dree Wo want to make you a loan YOUR CREDIT 1 043 Virqinia St. Reno NV 89502 775-329-5575 KEYSTONE BoomtownCasino purchase to be completed in mid-2012 DO YOU STRUGGLE WITH BACK PAIN AND DISC HERNIATIONS? i ARE YOU STILL HURTING AFTER USUAL TREATMENTS? the Grand Sierra Resort and Casino. Both went for far below previous prices, reflecting the gaming industry's ongoing decline in Northern Nevada. Eadington said Boom-town's hotel-casino sales price "is not out of line" given Pinnacle's recent assessment putting the property's value at $11.9 million. But he also cited Boom-town's location and the growth of tribal casinos in California, notably Thunder Valley Casino Resort off 1-80 east of Sacramento, which have siphoned off tourists coming to Nevada. "Ultimately, it all depends on what its income-earning capability is," Eadington said.

"There's a local appeal to the western end of Reno. But the real disadvantage is with Thunder Valley compared to the good old days." What that means for Boomtown's 376 employees is uncertain; DiLullo could not be reached Thursday for comment. But in announcing two weeks ago that negotiations with an undisclosed buyer were under way, officials at Las Vegas-based Pinnacle said the property will operate as usual until a sale is complete. John Properties, a Baltimore commercial real estate firm with holdings in five states. Officials at St. John Properties could not be reached Thursday. But gaming observers in Reno speculated that the new owner of the land is positioning for future growth. "There's lots of land out there that in some future time they can make money back on in a better economic climate," said gaming analyst Ken Adams.

"People who invest in land don't expect to get it all back next week." Bill Eadington, director of the Institute for the Study of Gambling and Commercial Gaming at the University of Nevada, Reno, agreed. "Separating the land from the operations (in the sale) may be a reflection of the economic potential of the land," he said of the sprawling property along Interstate 80 at Verdi. "It may be the long term at play, uses that aren't obvious right now." The property dates to the 1 950s as a truck stop on 40. In 1968, Texas busi-' nessman Bob Cashell, now mayor of Reno, bought it and built Boomtown before selling it 20 years later. In 1997, Pinnacle Entertainment, then known as Hollywood Park acquired Boomtown casinos in Verdi, Las Vegas, Mississippi and Louisiana in a $54 million stock deal.

In 2005, Pinnacle sold the Boomtown land that included its truck stop to Ca-bela's, an outdoor outfitter, which opened in 2007. Theprojectwaslargelyfi-nanced by using $34 million in STAR bonds shorthand for "sales tax anticipation revenue" bonds which allowed Cabela's to keep 75 percent of the sales tax revenue generated by the store to pay off the bonds. Pinnacle was required to buy a portion of those bonds about $5.2 million but the deal ended up in court over costs and other issues. Cabela's and Pinnacle eventually settled out of court. This summer, Cabela's and Pinnacle were forced to dip into the bond reserves set aside to make debt payments on the STAR bonds because sales tax revenue came up about $273,000 short for this year's debt service.

Pinnacle still owns a portion of the STAR bonds, but it wasn't clear Thursday what impact that has on the Boomtown sale.
