This technological miracle has so frightened American steel officials they have run to Congress for help in the form of import quotas on steel and pig iron. How could this have happened? How could a war-torn nation build so quickly and strongly in 23 years that its steel production alarms U. S. companies? The basic answer is: Japan produces steel cheaper than any other nation, so low it can undersell foreign producers on their own grounds despite the cost of ocean shipping. There is more to it than cheap labor which is estimated to give the Japanese a S10 per ton edge over U.

Nagano pointed out that since Japan's steel industry was devastated in the war, the nation had to build from scratch and therefore was able to use the latest in techniques and machinery.

Nagano contends the future of Japanese steel lies in the greatly expanding domestic market but that Japan also must continue to expert its steel. He emnhasized that Japan is forced to import large amounts of lumber, cotton and food as well as the ore and fuel to make steel. "It is our destiny that we must sell to buy," he said. MUTUAL FUNDS U.
