Reagan incident figure ordered to undergo tests MIAMI AP) A U.S. magistrate has ordered psychiatric testing of a young man who allegedly brandished a toy gun in front of Republican presidential aspirant Ronald Reagan. Magistrate Peter Palermo told the parents of Michael Carvin, 20, Friday to find a suitable private institution with adequate security to accept him. Palermo set a Dec.

9 preliminary hearing for Carvin, who was charged with intimidating Reagan and resisting and interfering with Secret Service agents after allegedly pulling a toy gun on the candidate at a hotel near the Miami airport Thursday afternoon. The youth's father, Paul Carvin of Ocean City, will be permitted to put up a $100,000 personal bond when the court approves his release to a private psychiatric hospital, Palermo said. Until the facility is chosen, the young man will be held at Broward County Jail, the magistrate said. Earlier, Palermo had ordered Carvin to a hospital agreed upon by Carvin's lawyer and the U.S. attorney's office.

But the facility, the Coral Ridge Psychiatric Hospital near Fort Lauderdale, refused to accept him, the magistrate said. No reason was given. The judge had directed marshals to make sure that security was adequate but that was not a problem, a court spokesman said. When Carvin appeared in court for his initial hearing, the judge had admonished him, "Do not jump bond, because wherever you go, you will be found and returned here You are going to be in big trouble if you don't do as this court directs." The charge of intimidation of a candidate is a misdemeanor carrying a maximum penalty of one year in jail and a $1,000 fine. The charge of interference with agents is a felony with a maximum penalty of 10 years in prison and a $10,000 fine.

Barry Carvin said his brother told him during a visit in jail Thursday that he "meant no harm. He made no attempt to strike Reagan." Laxalt vote Sen. Paul Laxalt said he has voted against an amendment to the defense appropriations bill which would have set a Senate ceiling on the defense budget. The proposed ceiling was equal to the House approved 8 per cent cut in the administration's budget request for the Department of Defense. Laxalt said that, "The senators who sponsored and supported this amendment are by and large the same group which consistently votes to open the federal coffers to HEW, EPA, OSHA and similar agencies.
