Reno Evening Gazette Friday, April 19, 1974 23 Large stock transfer to former Caesars Palace owners approved FREE-BOM CARSON CITY (AP) The Nevada Gaming Commission has approved plans by Caesars World, Inc. to turn over one million shares of stock to former owners of Caesars Palace Hotel-Casino in Las Vegas. The proposal approved Thursday amounts to an eventual $16- million payment representing the last portion of a $58 million sale price agreed to in 1969. The action followed issuance of a federal injunction April 12 in a skimming case involving the casino during a five-month period after new owners agreed to buy the operation. Also approved were plans by William Bounds to hold an option in a slot machine venture by Alman Enterprises of Reno and requests for slot machine distributor and manufacturer licenses for Robert Brott of Reno, Quinton O'Grady of Sparks and Thomas and David Unik of Las Vegas. In restricted licenses for slot machine operations, the commission deferred action on a request from the Moapa Valley Moose Lodge after one member said he was concerned whether the, club might have a discriminatory membership policy. The comment was made by Frank Schreck Jr. Commissioners approved slot machine operations at five Las vegas sites. They include the Lake Mead Tavern, Wait'n Room Tavern, Haf-fast Cafe, Samaries Cocktail Lounge and Las Vegas Liquor Store.

Also approved were Voights Airport Lounge in Carson City, Analora's Pizza in Sparks, Crystal Bay Drug at Crystal Bay, Don and Harry's Lounge in Henderson, Goldfield Mercantile and Fountain in Goldfield, Rancho Sierra Motel in Reno and The Barn in Wells. Commission complaint againt the 13 former owners, including Jay Sarno and Nathan Jacobsen. Caesars World consented to the injunction ordering strict auditing controls without admitting or denying -any allegations of wrongdoing. The outstanding complaint against the former owners asks the court to order them to turn over to Caesars World any profits illegally gained during the sales transaction. The SEC has claimed that the percentage of winnings at Caesars dropped drastically during the sales transaction.

The decline in revenue was put at "some millions" by a SEC spokesman. Sarno ia now under indictment for allegedly trying to bribe an Internal Revenue Service agent.
