Brian Sandoval on Monday in Carson City was all about "optimism" in the face of Nevada's economic problems. Nevada's new governor mentioned the word at least eight times in a speech that lasted less than 15 minutes and was given to a crowd of about 400 from the front steps of the state Capitol building. Even though Nevada leads the nation in unemployment and is wrestling with issues of foreclosures and additional job losses, Sandoval's message as clear: Things will get better if Nevada works together and shares the sacrifice necessary to get the state's economy running well again. "My fellow Nevadans, it has been said that optimism is the foundation of courage," Sandoval said.

"And rarely has our state been so in need of courage. Perhaps never has optimism been so necessary to bolster the courage of our fellow citizens who hunger for a Nevada filled with promise, progress and prosperity." That prosperity will come with a price, and some will share the- sacrifice more than others, Democrats said. Sandoval vowed that Nevada's government will be smaller and more efficient by 2014, the final year of Sandoval's term. "This will not be easy," Sandoval said in his speech. "I find no satisfaction in the difficult decisions that we must soon make." Afterward, Sandoval said that a smaller state government could mean fewer state-government jobs.

"As I have talked about, we will be consolidating state agencies," Sandoval said in a media briefing. "We are going to be consolidating positions, and that was the point of that statement in the inaugural address."
