LOUIS POST-DISPATCH 1 Fr IDA 07.17.2015 NATION ASSOCIATED PRESS HEMPSTEAD, TEXAS The district attorney for the county where a woman was found dead in a jail cell Monday says he will present the findings of a Texas Rangers investigation to a grand jury. Waller County District Attorney Elton Mathis was responding to a question about the importance to the investigation of re- cently discovered video of Sandra Bland describing depression and post-traumatic stress disorder that she experienced. County officials have said death was a suicide by hanging in her Waller County Jail cell, but her family and friends have expressed skepticism at the finding. Mathis said the importance of the video will be determined by the Waller County grand jury because he wanted public to have the final say on this Meanwhile, family and friends acknowledged in March she was suffering from depression.

The Texas Rangers are investigating the death of Bland, 28. Her family and friends have said unimaginable that she would have killed herself. She recently moved to Texas from Illinois and was due to start a new job. An attorney for the family did not return messages from The Associated Press on Thursday night about the video. Mathis said an autopsy found Bland died by asphyxiation.

He said she used a plastic bag to hang herself. He also said that although jail video show what went on in cell, it showed no one went in or out of it from the time she was placed there until a jailer found her un- conscious. Bland had been pulled over Friday for failing to signal a lane change and was arrested on a charge of assaulting a public servant. She was taken into custody after she allegedly kicked a police officer following the traffic stop. Sheriff Glenn Smith said jailers had used an intercom to check on Bland less than an hour before she was found dead.

Ron graduated from Pattonville High School in 1972, where he was a star player on the golf team. He then went on to get a degree in Psychology from the University of Missouri. He worked at a hospital in Charlotte, before developing an interest in computer science and becoming a computer consultant back in St. Louis. Ron was also an avid writer and had articles published in several magazines and publications.

Phil is survived by wife Sandy (Sullens) Ziegenfuss, son Scott Ziegenfuss, daughter Shannon (Craig) Nome, and grandson Mason Nome. Phil earned a Bachelors degree from Washington University in 1960 and married Sandy, his high school sweetheart, that year. He later earned a Masters degree from St.

Louis University in 1981. Phil was a man of many talents. His 40-year career at Monsanto involved many facets of advertising and marketing communications, skills that he also utilized as an Adjunct Instructor in Webster University's graduate program. His creative abilities and writing skills extended to media productions and musical presentations. Phil was also an accomplished pianist, and one of his favorite pastimes was home improvement projects.

Services: A memorial service to celebrate Phil's life will be held at Bonhomme Presbyterian Church, 14820 Conway Road, Chesterfield, on Saturday, July 18 at 11:00 a.m. Interment will be private.
