Figures show crime down by 5 percent nation ally, with New Jersey's 6 percent drop coinciding with the average for the Northeast region that in eludes Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, New York and The Associated Press TRENTON Major crime in the state was down an overall 5 percent for the first six months of the year with a drop in every category of offense except rape, and the number of minor offenses was down 6 percent, state police reported yesterday. Murder led the list of decline in major crimes, dropping 26 percent from last year, while rape was the only major crime that showed an increase 7 percent, authorities said. The overall decrease in major and minor crimes of about 6 percent from January to June compares to a national average of about 5 percent for the same period, said Lt. Joseph Kobus, a state police spokesman.

"It was the second straight year that the first six months have shown a decrease," Kobus said. The other major crime drops in the state and the percentages are: robbery, down 7 percent; aggravated assault, down 5 percent; burglary, down 11 percent; larceny-theft, down 5 percent; and auto theft, down 2 percent. Arson was down 20 percent. The number of arrests of both juveniles and adults trailed from a total of 41,045 major crime suspects in the first six months of 1982 to 40,379 this year and the number of arrests for major and minor crimes dropped from 181,119 to 180,222. Despite the trend, a state police Uniform Crime Reporting Unit analysis showed five counties registered an increase in violent crimes.

They are Camden, Cape May, Hudson, Hunterdon and Mercer. And there was the increase in reports of rape. "Some administrators attributed the increase in rapes to greater willingness by victims to report the crimes because of the work of rape crisis centers, improved training for authorities in handling victims in this sensitive crime and neighbors and officials who are more supportive of victims," Kobus said. "As in the past, we canvassed police administrators for their comments on why they thought there was a decrease," Kobus continued. "They felt the reasons were more stringent sentencing under new criminal code, the Graves Act and its three-year sentences for crimes with a gun, the career criminal program that expedites their prosecution and crime prevention programs such as Neighborhood Watch," he said.

Kobus added that police officials said they sensed "a greater willingness by citizens to take an active part in fighting crime, instead of saying, 'if it's not me, I don't or not getting involved Pennsylvania. It's all bologna: breakfast, lunch and dinner, too The Associated Press TRENTON When inmates at the city jail say they want a break, they're talking about escaping bologna sandwiches the sole menu item for the past 11 years at breakfast, lunch and dinner. The sandwiches are put together by a Janitor. But help may be on the way. The city says it is considering having a fast food chain, such as McDonald's, supply hot breakfasts and other meals. "Basically, the system is bologna (with) cheese sandwiches, two of them, three times a day on white bread," Robert Meek, a legal aid attorney and public defender, said yesterday.

"We've been doing this for many years," said T. Howard Waldron, city director of public safety. "One of the custodial staff prepares the sandwiches. We don't check on nutritional equivalents," Waldron said. "We're just a city lockup.

We don't want anyone to get the idea we're serving more luxurious food. They might want to come in and stay longer." However, Waldron said, "We've talked to a McDonald's about supplying breakfasts and cheeseburgers. Now, there's a couple of other outfits that are interested. We'll probably have to go to bid." Meek said state guidelines for county jails and state prisons say people held more than 48 hours should get a hot meal. "There's nothing wrong with (bologna), if they're holding people for 48 hours," Meek said.

"It's when they pass that there's a problem." Meek, a member of the Thomas Paine Law Center said he is looking for better food only for people held in the 32 cells at police headquarters for more than two days a practice he said may be happening more frequently than in the past. "They say it happens very, very occasionally, and the people are sent to the Mercer County Jail," which has kitchen facilities, Meek said. "But county jails are overcrowded with state prisoners. The system backs up, and there is no room." Research by a legal clerk showed the balogna diet provides 34 grams of salt in one meal, while a normal diet includes 25 grams of salt in a day. "McDonald's would be better than what they're getting," Meek said.

Kiley, chairman-designate of the Metropolitan Transportation Authority, told a state Senate hearing yesterday he sees a need for a JlO-billion, second five-year plan to complete the rebuilding of the city's transit and commuter services.

At the same time he sees fare increases as early as Jan. 1 as unavoidable and urged changes that would eliminate cliff-hangers concerning the size and timing of fare hikes on both transit and commuter lines and permit management to know what revenues it could count on when making plans. Kiley's views were expressed in response to two hours of questioning by the Committee on Transportation in the first of several hearings on his confirmation, expected to come sometime in November at a special session of the Senate. The $10 billion he cited would come atop an initial five-year recaptitalization program launched by Kiley's predecessor, Richard Ravitch, who is resigning at the end of October.
