NEW YORK, Aug. 4. UP) The stock market was lower today with trading quiet. An irregular movement of prices marked the close.

Trading came to an estimated million shares as compared with 1,050,000 shares traded Friday. The outside of the fall was a little more than a point with by far. the greatest bulk of the list down only fractions. The decline was eased by a considerable number of small plus signs and leading issues trading unchanged. Steels and motors held steady with only slight price variations.

Railroads were, undistinguished and mixed. Oils were a little lower. Standard Oil (NJ) lost a fraction. The New York Stock Exchange member firms of Merrill, Lynch, Pierce, Fenner Beane, and Bood-body Co. announced they intended to make a secondary offering of 122,600 shares of Standard Oil (NJ) tomorrow after the market close.

Today's market was somewhat like that of Friday when stocks marked time after reaching a new 1952 high of $109.20 as measured by the Associated Press average of 60 stocks. On Friday, however, the market showed a measure of buoyancy, while today a great portion of the list sagged without spirit. stocks included Nickel Plate, Texa U. S. Gypsum, Studebaker, American Smelting, International Nickel, Dow Chemical, and Westinghouse Electric.

Higher were Sears Roebuck, Douglas Aircraft, Zenith Radio, American Borsch, and Santa Fe. Vital Statistics BIRTHS BRIGHT In Reno. July 29, 1952, to Mr. and Mrs. William Bright of Reno, a daughter.

C. Tiirnpp said tndav I Joy, saluted in Annapolis as su perintendent of the naval academy, asserted the Communists "don't have the capacity to stage any other offensive." Pressure has been relieved in Indo China, "possibly Hongkong and possibly Formosa," he said. Just back from three years as naval chief of the Far East and 1-most a year as chief United Nations delegate in dragging peace negotiations at Panmunjom, Joy moved in as 37th superintendent of the academy. He replaced Vice-Adm. Harry W.

Hill, wh6 retires this month. Joy told newsmen after a brief change-of -command ceremony outside Bancroft hall that he considered the Korean conflict "one of the most important wars we have fought in our history." UP) Prime Minister Nehru gave his Communist opposition in parliament a lecture on democracy today and said: "I refuse to have anyone impose his -way on me." Nehru spoke during the debate on extending India's preventive detention act until 1954. It permits the arrest and the holding of subversives without trial.

The Communist opposition charged that India is becoming a police state under the act. Nehru replied sharply: "Before you talk of police states, you had better look around you at countries in Asia and Europe and compare authoritarian methods of some places, there with the structure here." Looking directly at A. K. Gopa-lan, leader of the Communist bloc, Nehru added: "In the name of democracy you want to undermine the foundations of the democratic state. Well, that is not my conception of democracy." QUEEN MOTHER 52 WINDSOR, England, Aug.
