Francis Horwich, the lady with the gentle voice and the sweet smile, creates a sensation wherever she goes. Miss Frances, as she is known to her millions of viewers, is the 20th Century version of the Pied Piper. She makes very few personal appearances, but when she does she outpulls such glamor stars as Eddie Fisher and Esther Williams by 10 to one.

For instance, she appeared at a major Boston department store the other day, and 12,000 people (mostly mothers and small children, of course) turned out to greet the beloved creator of "Ding Dong School." Miss Frances took time out of her busy day to have coffee with me. Dr. Horwich, one of the country's leading authorities on primary education, is producer and star. One of the most-singular things about Miss Frances is her attitude toward commercials. Miss Frances realizes this kind of power must not be abused, and she makes very sure that any product she advertises is one that will be good for children.

Her respect for her job and her integrity have won her an enviable position in the industry, and NBC has rewarded her with one of the most important jobs it has. She was named Supervisor of Children's Programs for NBC in April, 1955, and she is also a member of the NBC Children's Program Review Committee. The FT A groups and women's clubs and legislators who have been screaming about crime programming for children now have a real champion in Miss Frances. Something tells me this lovely lady will handle the situation. I dren.

I have wondered how she avoids the almost-univer sal errors of adults that is, patronizing children or becoming saccharine and fawning on them. But it's easy to understand when you meet Miss Frances. She understands perfectly well her tremendous respon sibility toward the millions' of preschool children who look on her as a second mother. "Ding Dong School," which is telecast Monday through Friday a. over NBC-TV, had its third birth day a few weeks ago.
