Dalitz built the casino but doesn't have a gaming license. Although never convicted of any crime, Dalitz was listed as a member of organized crime by the California attorney general in 1978. After the club was built, Allan Sachs and Herb Tobman took over its operation.

But they were forced out when they encountered licensing problems at the Stardust and Fremont hotel-casinos which they also operated. Sachs and Tobman agreed to a record $3 million in fines and had their licenses revoked in 1984 because of an alleged skimming operation at the Stardust. CARSON CITY (AP) A one-month license extension for temporary operators of the Sundance casino in Las Vegas was recommended Thursday by gaming officials eager to see a sale of the club finalized. "Time is running out if we don't get this resolved quickly," said state Gaming Control Board Chairman Bart Jacka, adding he wants to see "some meaningful effort" on the pending sale in the next 30 days. The board's recommendation, to be reviewed March 20 by its parent state Gaming Commission, enables veteran casino operator Jackie Gaughan to con tinue as temporary operator of the Stardust.

William Fleischman, a Los Angeles lawyer, investor and businessman, is now negotiating to buy the Sundance from owner Moe Dalitz. "We want somebody in there permanently so we can go on with other things," Jacka said following the board's endorsement of a temporary license extension. Jacka also said he understands the Public Employees Retirement System has given conditional approval to Fleischman's plan to put $2 million toward the $28.7 million principal owed to the system on the casino and take CARSON CITY (UPI) The state Gaming Control Board has recommended a 12-month limited license for Nicholas Robone and his family to run the La Mirage Casino in Las Vegas, and one board member criticized the owner of a competing casino for allegedly trying to throw a roadblock in front of the Robone family. The board voted 2-1 Wednesday in favor of Robone and his wife, Mary, to hold 47.5 Eercent and their son, Anthony Robone, to old 5 percent and be manager of the casino. They previously had received only a two-month license to allow state gators to look into an 11th hour tip that Nicholas Robone had been guilty of skimming money at the Continental, across the street from the La Mirage.

When the board got ready to consider the application at its board meeting in January, a "Mr. telephoned the morning of the meeting to make the charges against Nicholas Robone. Robone apparently has an unhappy relationship with owners of the Continental where he formerly worked. Mr. turned out to be a Dennis Thomas who owed the Continental $2,000.

During the board's investigation, it learned Thomas had talked the night Thomas was a "complete flake" who at one time had fired a shotgun while in the company of prostitutes in the Continental. Jeff Silver, lawyer for the Robones, said he felt there was "malice shown as to his (Barouk's) actions." Barouk denied he wanted to block the Robones from going into business across the street. He said the more casinos in the area, the better the business climate. Board member Guy Hillyer, who voted against the first application of the Robones, also opposed this one. He said the Robones have been in business two months and they are continuing their past behavior of ignoring accounting rules.

He complained that Nicholas Robone, told to stay out of gaming operations, had in fact, been involved in the casino operation. He said Robone "disregarded the proper accounting at the Continental and he's already blowing it," at the La Mirage. But Silver said the bookkeeping violations found at La Mirage were the same found in every new operation. "These are good people, said Silver. "They want to comply." before the meeting with Albert Barouk, one of the owners of the Continental.

Barouk denied he had agreed to cancel the $2,000 debt if Thomas would call gaming officials with the allegation about a possible skim of $150,000. Barouk said he never asked Thomas to call but said he suggested gaming officials might be noti fied if anything was wrong. Barouk told the board he had been informed of the allegations two months previous by Thomas but had never found evidence to back them up. Board member Mike Rumbolz told Barouk, "We were used. We were used for a personal purpose to cause trouble for the Robones." Board Chairman Bart Jacka told Barouk he should have called the board immediately when he heard the report about the skimming.

He told Barouk it was the job of board investigators to learn the facts. Bruhrer said there were other human interest stories: A woman called Southwest offices, complaining workers had set her thermostat too high. Employees told her all she had to do was turn down the device herself. Snow was so high, some crews didn't even have to walk around homes to find meters in back yards. They simply walked in the snow, right over roofs and into back yards, where residents had cleared snow from around meters.

By Pat HarrisonGazette-Journal Last month's flood killed 37 cattle and caused an estimated $500,000 damage to the University of Nevada-Reno and a nearby animal research center, a university official said. Bob Gabrielli, UNR spokesman, said Thursday waters from a swollen Evans Creek left major mechanical and electrical damage in the Mack Social Science, Fleischmann Agriculture and Fleisch-mann Life Science buildings. Floodwaters damaged fans, blowers, filters, duct work, floor tiles and a transformer. Mack Social Science is still being powered by generators, Gabrielli said. At the Animal Research and Extension Center, a university farm off McCarran Boulevard and Kimlick Lane, 37 grazing cattle sauntered away from the main herd gathered on higher ground and drowned during the early morning hours of the storm's first rampage, Gabrielli said.

"Cattle aren't the smartest," added Buzz Nelson, associate physical plant director. "They just got trapped and couldn't get to higher ground." The university is protected by a $10 million state insurance policy but officials were uncertain how much of the loss would be covered. Nelson said the cows and $50,000 in roads and sidewalks on campus probably weren't insured. Meanwhile, UNR officials met with Federal Emergency Management Agency representatives to determine what government help is available, Nelson said. Preliminary meetings have produced no dollar figures so far.

The storm damaged 10 UNR buildings in all and prompted major power outages after water knocked out the university's central physical plant, an operation that provides power to 80 percent of the campus. Classes were canceled for four days. By Wayne MeltonGazette-Journal About 1,000 Southwest Gas Corp. customers remained without natural gas service Thursday, almost all because they have not been home to let workers inside to reignite pilot lights, a company spokesman said. About 950 of the customers have homes in the Lake Tahoe Basin and 50 are in the Carson City and Gardnerville area.

The company plans to mail letters to affected customers and arrange appointments, said Roger Buehrer, company spokesman. About 48,000 natural gas customers from Fernley to Lake Tahoe lost service Feb. 19 when a pipeline burst under the flood-swollen Truckee River near Wads-worth. Included were 15,000 CP National customers in the South Lake Tahoe area. All but a few dozen of them had service restored.

Meanwhile, Bruhrer announced Thursday that Southwest Gas crews may have saved an Incline Village family last weekend after workers heard natural gas leaking inside the home. The homeowner's name was unavailable. Bruhrer gave the following account: A fire roared inside the home's fireplace as workers approached and heard a loud whistling noise. Natural gas was shooting from a pipe apparently broken when the homeowner moved a clothes dryer. He also had turned the gas on himself before crews arrived.
