2C Reno Gazetto-Journal Friday, February 28, 1986 Tahoe planners move closer to adopting new lake plan agreed on a master plan in May 1984. The moratorium was extended later in 1984 by U.S. District Judge John Garcia after California's Attorney General and the environmentalist League to Save Lake Tahoe filed suit against TRPA, contending the agency's plan to protect the lake was inadequate to resolve a longstanding conflict between environmentalists and supporters of Tahoe vacant lot owners. Environmentalists have long maintained that some lots in the 500-square-mile Tahoe basin are too sensitive to allow any construction, which they say increases erosion. Tahoe planners endorsed a plan for limited construction at Lake Tahoe on Thursday, but stalled on a proposed compromise to resolve a lawsuit that has stopped most building in the basin for 2V2 years. The Tahoe Regional Planning Agency recommended allowing up to 300 new residential units around the lake this construction season plus three commercial projects approved before the 1983 ban was imposed. However, the agency failed to formally endorse a new system for evaluating whether vacant lots can environmentally accommodate development. That process was a key part of the overall plan to restore limited construction, around the scenic shoreline. TRPA was sued in May 1984 by the California attorney general and the pro-environmental League to Save Lake Tahoe because of what they deemed to be weaknesses in a master plan to protect the lake's environment.

After failing to settle the suit out of court, TRPA director Bill Morgan started what he termed a consensus-building process. In the past seven months, the two dozen special interest groups and governmental agencies involved in the Tahoe debate have crafted the major elements to a compromise. A key element in that compromise, the individual parcel evaluation system, was presented to the agency Wednesday and Thursday and Morgan had hopes for a formal vote to endorse the concept in principal. The governing board refused, complaining too many details still were missing from the proposal. The board did agree unanimously to support the idea in concept.

"It's another step along the way," said Rick Skinner, the California deputy attorney general handling the case. "But I think it's hard to give any one of the meetings any extraordinary significance. At least, everything is on track. I take that as an optimistic sign." But Skinner said he wasn't satisfied with the procedure for presenting the consensus group's recommendations. He said the board should be better briefed on the proposed compromises to avoid future confrontations between it and the consensus group.

The Tahoe area has been under a building moratorium since August 1983 when TRPA failed to approve a plan to guide growth in the basin through the end of the century. Mike Patterson, arson investigator the Clark County Fire said witnesses have identified Littleowl as the same man seen leaving fires scenes at the Sands Hotel and Holiday Inn Casino Wednesday night and the Dunes Hotel Tuesday night. But in addition, two men described as Latinos were sighted at the Dunes Hotel Tuesday night after the first five blazes broke out, forcing evacuation of 1,650 guests. Police released composites of two men wanted for questioning.

Patterson said Thursday investigators are concerned a second suspect remains at large. Fires at the Dunes caused an estimated $55,000 in damage. Six people were hospitalized for treatment of smoke inhalation and released. Fire damage at the Sands and Holiday Casino Strip was minimal. Sources at the Dunes expressed doubt Thursday that Littleowl's arrest closed the case.

Patient Achievement Award for the nine Western states. Mrs. Morrison was also a member of the. Church of Jesus Christ of Latter-day Saints. Surviving is a daughter, Can-dyce Cochran of Sacramento.

A memorial service is scheduled for 11 a.m. Saturday at the LDS Church, Mount Rose Ward III, Reno. Wednesday at Donner Lake, Calif. A native of Aberdeen, S.D., she was born Sept. 27, 1948.

Mrs. Morrison graduated from Mira Loma High School, Sacramento, in 1966, and moved to Reno in 1972, where she graduated from the University of Nevada-Reno with honors and a degree in biology. She was active in the Multiple Sclerosis organization, having started one of the first chapters in Idaho Falls, Idaho, in 1979, and Church, with burial at the Nixon Cemetery.
