TRENTON Mary Catherine Cuff, the presiding judge of the family division of Superior Court in Monmouth County, is being promoted, Supreme Court Chief Justice Robert N. Wilentz announced yesterday.

The elevation of Cuff, who had been slated to be reassigned to the criminal division, makes room for the transfer Superior Court Judge Alexander D. to the criminal division. Lehrer, a judge since 1984, served as Monmouth County prosecutor from 1978 to 1983. Swimming banned at resort's beaches By MELANIE E. EVERSLEY PRESS STAFF WRITER ATLANTIC CITY officials yesterday banned swimming at 10 beaches due to high bacteria levels. Monitors discovered unsafe levels of fecal coliform at the beaches, said Barbara Derer, a spokeswoman for the state Department of Environmental Protection. The beaches are: States, North Carolina, South Carolina, St. James, Kentucky, Illinois, Michigan, Arkansas, Missouri and Texas avenues.

The high levels of fecal coliform were likely caused by heavy rainfall over the last few days, said Christopher Kennedy, captain of Atlantic City Beach Headquarters. Beaches usually are closed to swimming after two consecutive, daily tests turn up more than 200 colonies of fecal coliform bacteria per 100 milliliters, of water. Kennedy said the Atlantic City Health Department, however, decided yesterday to close the 10 beaches after one high count. Health Department officials could not be contacted yesterday evening. City officials anticipated reopening the beaches to swimming today, Kennedy said.
