In a mood both circumspect because of the city's financial plight and joyful because of an infusion of new blood to help solve it, the new members said they can do the job and asked for an active citizenry to help. City Clerk Stephen M. Kay administered the oath of office to incumbents Smith and Vincent J. Ri-fici, both of whom won second four-year terms in the May 9 election; to Henrietta L.

Zachary, a past coun-cilwoman, and to newcomers Sharon Gail Harris and David J. Parreott, Jr. The council then elected Smith, a former police chief who retired 10 years ago, mayor. Smith had not sought the mayoralty during the election, but emerged as the likely choice when the two candidates who had wanted to be mayor, Rifici and Parreott, did not have enough votes among the five winners. "I know everyone's alarmed about taxes and about sewer plant charges," Smith said.

"We're asking you to have patience and work with us. Be here with us I'm sure you won't be disappointed in this council."
