Jim Santini, edging slowly toward an official announcement, confirmed he has been putting a campaign staff together and gathering financing for a run at the U.S. Senate seat being vacated by Paul Lax-alt. Santini stopped short of declaring himself a candidate, but left little doubt that he plans to run as the Republican candidate for the seat.

"I'm getting it together now," Santini said Wednesday. "I want to go and I am enthusiastic about going." Santini said he wants to have his campaign organization and financing in place before making an official announcement, which he said earlier he would do in mid-January. "I want to present an organized and efficient political team if I'm going to jump into this thing," Santini said in a telephone interview. "To be practical and realistic, I know it will be a tough race and I want to be well organized and prepared for it." Meanwhile, a poll financed by backers of Rep. Harry Reid shows Santini and Reid about even with a large block of undecided voters as the two probable candidates began the year.

A copy of the poll, obtained by the Associated Press, showed Reid getting the nod from 36 percent of those surveyed to 31 percent for Santini with the remaining one-third of the voters undecided. The poll had a 5 to 6 percent margin of error. The poll, taken the last two weeks in December, showed Reid with a comfortable lead in populous Clark County, but gave Santini a big edge in Washoe County and the rural counties. Reid, a two-term Democratic congressman, is expected to announce his candidacy for the Senate seat Feb. 10.

Santini called his own polls "very encouraging, particularly since I've been out of office four years." He said his polls show 80 percent of those surveyed disregard what party a candidate represents, and contended his recent change of parties will have little effect on his chances of being elected. That was in contrast to Reid's poll, which showed one of Santini's highest negatives was the perception of some that the switch in parties was sparked by political opportunism and personal ambition. "I think in the final analysis it will come down to the fact that independent Nevada voters will base their decision on the candidate record, the candidate position on issues and the candidate leadership projections they find most appealing," Santini said. Santini, who served four terms in Congress as a Democrat before losing a bruising primary battle to former Sen. Howard Cannon in 1982, changed his party registration to Republican late last year.

He said at the time that he would not run for the Senate because of concerns over the health of his son, Mark. Santini said, however, that his son's health has improved and "is looking better every day." "We can get back to focusing on Campaign '86 now," he said. Both Santini and Reid have indicated the race could be the wtiv in the history of the state, with each candidate saying they expect to spend about $2.5 million in an effort to win the seat. Santini, whose law office is in Washington, D.C., has already toured the northern Nevada area in search of funds and support and said he plans to spend the next few weeks in the Las Vegas area doing the same. "1 have a busload of promises (for money)," he said.

"When the appropriate time comes to drive the bus to the bank and collect promises we'll see what we have." Santini said he has asked most of his former staffers to join him in the upcoming campaign, and hopes to get several of them in the fold before the actual campaign begins. But the Sierra County, Sheriff's Department organized today's search, which included the Nevada County Sheriff's Department and Placer County's Snow Rescue Team. Reno police Lt. Nick Bloomster said all investigators have is the pickup truck. One tire was flat from apparently hitting a rock on the road. He said it is not known if Kay became injured or met with foul play.

His fiancee described Kay as 6-foot-2, 170 pounds with blue eyes and blond hair. He was wearing a light gray-colored jacket, blue jeans and cowboy boots. By Myram BordersGazette-Journal LAS VEGAS William "Wildcat" Morris, owner of the faltering Landmark Hotel, said Thursday unless U.S. Bankruptcy Court allows the resort to abandon its union contracts he will be forced to sell out and lay off hundreds of workers. However, union leaders questioned the move.

"They are asking for a right to rip, tear and pillage," said Jeff McColl, secretary-treasurer of the Culinary union. Trade unions virtually were ousted from the Aladdin Hotel this week when a new owner disallowed existing contracts and the casino closed because the buyer does not have a gambling liense. "We will go the way of the Aladdin," Morris said. "I would have to scrap reorganization plans, buy time to sell out and lay off 700 to 800 people." U.S. Bankruptcy Judge Robert Clive Jones conducted hearings Thursday which resume today on whether to grant or deny the Landmark's motion to cancel labor contracts with seven unions including some 400 bartenders and culinary workers.

Jones told attorneys before recessing Thursday night he undoubtedly would throw out the union contracts but said he might impose a condition reinstating union agreements a month before the collective bargaining agreements expired. ZEPHYR COVE, Nev. (UPI) -Negotiators have unveiled a compromise aimed at ending a legal battle between environmentalists and developers over construction in the Lake Tahoe Basin. The proposal was presented this week to the 14-member governing board of the bistate Tahoe Regional Planning Agency, which regulates development in the sensitive 500-square-mile basin. Construction in the area has been stalled under federal court order and a TRPA moratorium imposed in August 1983.

The latest compromise proposal would allow no more than a 7 percent increase in commercial floor space in the next decade, far less growth than planners had envisioned. It also would encourage rehabilitation of existing commercial areas while continuing efforts to reverse environmental damage that has led to clouding of Lake Tahoe's once clear waters. New commercial development in both states would be limited to 50 percent of the building ground coverage, by buildings and pavement, during remodeling if the original development covered more than 50 percent of the site. Morris, who purchased the 500-room Landmark Hotel for $18.7 million in October of 1983, sought Chapter 11 bankruptcy court protection last July listing debts at $23.9 million. The former University of Nevada regent said Thursday he hoped to implement the reorganization to get the Landmark out of Chapter 11 by March 1 and expand the resort's room capacity with additional financing from a national franchise hotel chain which has indicated an interest.

Unions hammered out collective bargaining agreements with Las Vegas gaming resorts following a 75-day strike in 1984. The Landmark Hotel avoided the strike by meeting union terms immediately. Landmark Hotel attorneys argued Thursday the resort could not make its bankruptcy reorganization plan work without payroll cuts. Morris proposes to reduce wages 15 percent across the board, including his salary and that of Vice President Kerry Kin-dig who earns $80,000 annually. The cuts are designed to save $6,500 a month.

Irving Steinberg, the court appointed bankruptcy examiner, said the reduction was sufficient to allow the Landmark to make is mortgage payments. McColl testified the 15 percent cut spelled out by Morris in fact represented at least a 25 precent cut. TRPA also would be allowed to issue Eermits for up to 1,700 houses in the asin during the next five years. Several board members expressed skepticism about the proposal but none opposed it outright. "This agreement is just one giant step," said Norman Woods, a building contractor who serves on the planning agency board.

"For 16 years I've been pushing this agency to take into account the economic feasiblity of its environmental restrictions." TRPA is expected to consider adopting the compromises in concept next month, with public hearings on a draft regional plan to be held in the spring. The building ban, which affects about 16,000 residential lots and several commercial properties, can be lifted once parties agree that the new regional master plan meets criteria set in the bistate compact that formed the agency.
