Candidate criticizes actions of authority Press Freehold Bureau MANALAPAN TOWNSHIP Lorraine Kulick, Republican candidate for Township Committee, has faulted the Western Monmouth Utilities Authority for attempting to gain "almost total control of development in Manalapan." The authority, which handles sewer service for Manalapan and Marlboro townships, has agreed to provide sewer service for about 4,000 housing units along Route 33 and is considering buying Gordons Corner Water Company, a privately-owned company that serves Manalapan and part of Marlboro. Ms. Kulick opposes both moves. The housing units, stemming from the state Supreme Court Mount Laurel II decision that growing municipalities must provide housing for low- to moderate-income families, were approved under a consent order signed by the Township Committee last year.

But Ms. Kulick said the authority did not have to approve the sewer connections. "The WMUA is requesting to increase its current capacity of 4.4 million gallons per day to 8 million gallon per day to allow for the Mount Laurel units alone. This means their facilities must almost double. This is adding no accommodations for devel opers who have been waiting for sewers back as far as 1977," she said.

Ms. Kulick said the units will lead to school crowding, strained municipal services such as police and fire departments, and further lower the water table. And she said the purchase of the water company will increase rates. Authority members say their 1972 charter gives them the right and the responsibility to expand into water services. And the charter says the authority must control water pollution in its franchise area.

They know and don't want you to remember that Jacki Walker is a full-time Assemblywoman whose only job is working full-time for you.

They know and don't want you to remember that Jacki Walker is an outspoken member of the prestigious Joint Appropriations Committee a position that enables her to bring millions of dollars into the 13th District. They know and don't want you to remember that "New Jersey Monthly" magazine called Jacki Walker someone to watch because she works hard and gets things done. They know and don't want you to remember that only 3 out of 80 legislators had more bills and budget resolutions signed into law than Jacki Walker did in this legislative session. We know that our opponents smear tactics their last-ditch attempt to pull the wool over your eyes will not succeed. Because the voters of the 13th District know better.

On Election Day remember the truth and forget our opponents. VOTE COLUMN 2 NOV. 5TH RE-ELECT That's what you'll probably have to do if the Municipal Questions on the Belmar Ballot pass in Tuesday's Elections. A prominent New Jersey tax attorney has announced that many of the Belmar Bar and Restaurant owners have already approached him with inquiries as to the possibility of appealing their tax assessments by more than 50 should the questions receive voter approval on Tuesday. "The establishments involved," he said, "are assessed for a total of $6,677,800.00.

If all are granted 50 reductions-which is likely the rest of the community would have to make up that amount on their tax bills. If you feel you can afford to have your taxes raised substantially to pay for the loss of these revenues, then vote yes. Most of us do not! If you feel Belmar can afford to lose more than $3.3 Million in tax ratables, then vote yes. If you feel that you will help make up for the huge payments in water and sewer assessments now carried by these businesses, then vote yes. If you feel that the welfare of more than 600 full time employees and more than 250 part time employees is not important, vote yes.

If you feel no moral responsibility for trying to keep down the death toll on our highways, then vote yes.
