0S Realtors and homebuilders questioned the need for low income housing here at a meeting of the city's urban renewal agency Tuesday night. The urban renewal group had asked for a progress report on plans for construction of 150 low income housing units here iinder Federal Housing Administration provisions. Jay E. Baker, manager of the Reno Public Housing Authority, gave suclv a report and then a question period indicated the opposition. NO CONNECTION Urban renewal and public housing agencies are not connected, but public housing must be available if low income families are dislocated by an urban renewal project.

Some 11 members of the Homebuilders Association of Northern Nevada and the Reno Board of Realtors were on hand lor the meeting. Some of the questioning of Baker merely inferred dissatisfaction with a public housing program. But John Patton, president of the realtors' group, said he was not satisfied that there is any need for low in come housing, and that public housing competes with private enterprise. Graham Erskine, chairman of the urban renewal board, ex plained the connection between urban renewal and public hous ing programs. He said private facilities will be used wherever possible to accommodate dis placed persons, but that where this isn't possible it will be nec essary to take advantage oi public housing offerings.

HELD NECESSARY Baker claimed that low in come housing units those proj ected would rent for about $48 to $64 a month are necessary because private enterprise has failed to meet the needs of a low income group. Urban renewal board mem bers also discussed a preliminary master plan for the proj ect area in the northeast por tion of Reno. Planning for a large urban renewal program there is underway, and federal funds have been made available for the purpose. The gaming control board will make a preliminary recommend dation as to penalty after hearing and studying evidence to be obtained from witnesses at the hearing opening Thursday.
