July 1, 1969, to an estimated 800 million bushels. Looking ahead to marketing prospects for the crop being harvested this summer, department economists said recently carryovers stocks by July 1, 1970, could increase another 100 million bushels to around 900 million. This would leave stocks around the 1964 level of 901 million bushels. Acreage allotments for the 1970 crop are expected to be announced soon because some producers are beginning to make plans and prepare land for planting 1970 winter wheat in the late summer and fall of this year. Wheat growers generally want the decision as early as possible, although they recognize that government officials would like as much time as possible to get accurate estimates of future stock levels.

Cutback Inevitable Wheat growers probably will not like a decision to cut 1970 allotments, one farm source said. But many regard some cutback as inevitable because of the growing surplus, the source said. Grower spokesmen are reported to be urging the department, meanwhile, to retain a "substitution" clause in the government wheat program if allotments are cut. tradeblock CHOICE LOCATIONS IN PITTSBURGH AND THROUGHOUT WESTERN PENNSYLVANIA CCI To Acquire Steel Firm Build and lease to specifications. Utilities, rail, streets, offices and private parking. about the outlook for next year's wheat crop have come away feeling the question inside the Agriculture Dept. is not whether to cut the 1970 allotment, but how much. "I think it's pretty obvious there's going to have to be a cut of somewhere around 10 per cent," said one farm spokesman who asked not to be identified. The 1969 planting allotment for wheat under the government's voluntary production control program was 51.6 million acres, down 15 per cent from 1968 and a fraction above the all-time low of 51.5 million acres alloted in 1966.

Surplus Stocks Cut In spite of this year's allotment cut, which is holding 1969 production below the record 1968 level, output of wheat this year apparently is going to be more than domestic and export markets will be able to take in the marketing season that begins July 1. And surplus "carryover" stocks will apparently go up for the third consecutive year. Wheat surplus stocks, which peaked at 1.4 billion bushels in mid-1961, were cut to 425 million bushels by July, 1967, by a combination government controls and strong exports Including heavy foreign aid shipments. But a big 1967 crop brought the July 1, 1968, carryover up to 539 million bushels, and a record 1969 crop combined with a sharp sag in exports to lift the surplus carryover for til to buy the fixed asset of San Angelo Packing Co. of San Angelo, Tex.
