Hit-Run Cars Kill One, Injure One One man was killed and another was injured when struck by hit-run motorists last night, according to police. Fred Evans, 49, of Columbiana, died of a fractured skull after being struck on Allegheny River at Sandy Creek Rd. in Penn Twp. Garbage Collection Plan Offered City A plan for garbage collection in Pittsburgh, under which each household would be visited weekly at approximately the same hour each time, was submitted to the Mayor's office today by the Pennsylvania Economy League.
