Phillips points put traffic violators who live at considerable distances from the courts in which they cited to appear are put to a lot of inconvenience and expense, and the officers of those courts now have to issue a lot of formal complaints and warrants in order to maintain records which are for the most part useless. In addition to simplifying paper work of the courts, the bills prpvide that a traffic violator may plead guilty by mail, and may subsequently pay his fine by mail after the judge ha notified him of the schools will register tomorrow.
