Presentation of certificates was held at Edwards Memorial Stadium this morning, with Maj. Gen. Walter K. Wilson in charge. officials said today Mrs. Margaret F. Seidel, 36, private secretary to Andrew Jergens heir to the soap and cosmetics fortune, is being held in Cincinnati, Ohio, for investigation of violating the enemy alien act. Jergens aided in the investigation of Mrs. Seidel, it was said.

She is held in Ohio by the Civilian Board for Enemy Aliens. Judge Smith Of S.F. Is Dead Municipal Judge Hugh L. Smith of San Francisco died suddenly at his home, 228 24th Avenue, yesterHe day after, suffering a heart attack. His death came as a shock to the city in which he was born, as he had apparently been in -good health. and had visited his office as usual in the morning.

He returned to his home just before noon, had a heart attack and died immediately. Smith, who was educated in San Francisco, was appointed judge of the Municipal Court by Governor Merriam in 1936.. He was admitted to the bar in 1916, specializing, in trust matters until he was appointed assistant city attorney. In 1926 he resigned and became a member of the bar of the U.S. Supreme Court, a post he held until his appointment to the municipal bench.

He was an active member of the legal advisory board during the commendation from GovernService and won Nethe ment for his services. Surviving are his widow, Grace, and three sons, Hugh James and Justice Smith. Funeral services, are pending. Annual Session The annual meeting of the Federation of Congregational Women of Northern California will be held at Plymouth Congregational Church, 3805 Piedmont Avenue, on Thursday. The business session will begin at 10 a.m.
