Job Picture Remains Same Of Labor Force Idle In April WASHINGTON (UPI) The nation's employment picture showed little change in April.

The Labor Department reported today joblessness is hanging at about 5 per cent with roughly the same number of Americans working as a month earlier. The unemployment rate has been in the neighborhood of 5 per cent since last fall while the number of job holders had been rising sharply. But employment also leveled off in April at a seasonally adjusted 84 million persons, following especially sharp gains in February and March. The Labor Department's Bureau of Labor Statistics (BLS), reported the actual size of the out-of-work force declined last month. After adjustment for the normal seasonal slide, it remained at 4.4 million, roughly the level that has prevailed since last November.

The administration wants to move the jobless rate from the present 5 per cent to 4.5 per cent by the end of the year. Mississippi Flood Ruins Delta Crops United Press International The muddy backwaters of the flooding Mississippi River have crept over more delta farmland, erasing any hopes for a cotton crop in sections of Tennessee and Mississippi and forcing the shutdown of threefourths of Louisiana's oyster industry. More families around Vicksburg, were forced from their homes as the nation's longest river built toward predicted crest of 53.5 feet, more re than seven feet over flood stage, on May 11. Thousands of persons already have been evacuated during the month-long flooding. The Mississippi crested at 54.6 feet at Cairo, yesterday, but the city was safe behind 65 foot levees, and the upper Mississippi Valley began a cleanup under clear, dry weather.

On the lower Mississippi, however, farmers could only watch helplessly as the waters slowly inundated more fields. Tax-Free 106 Found Owing WASHINGTON '(UPI)Treasury Secretary George P. Shultz has given a progress report on those 106 wealthy people who paid no taxes when they filed their 1970 returns: 93 of them have been audited and 41 of them have been found to owe an average of $53,658 each. The 106 unnamed personsall of them reporting an adjusted gross income of over a symbol to advocates of tax reform when their existence was disclosed. Congressional tax reformers said the 106 used "loopholes" to shelter income and avoid any tax liability.
