Deputy Clerk Date! April 3, 1957 (SEAL) SIDNEY FOX, Attorney 347 Wells Avenue Reno. Nevada A-4-11-18-25 M-2 Answer to Previous Puzzle Vaughn W. Evans, Director of Internal Revenue for this district today called to the attention of taxpayers the penaKy which may apply to those who substantially underpaid their estimated Federal income tax during 1956. Mrs. Evans explained that, in many cases, the 18 withholding, tax rate does not fully take care of the wage earner's final tax liability.

Moreover, there is no withholding of tax on income other than wages. To provide for current payment of taxes not collected, through withholding, the law provides for declarations of estimated tax. The estimated return is filed on Form 1040-ES by individuals in certain income categories which are specified by law. In the case of an underpayment of estimated tax by an individual, a penalty of 6 per annum, based on the amount and duration of the underpayment, may be added to the final tax. The penalty is computed on the difference be- tween 10 (66- in the case of farmers) of the amount which should have been paid and the amount actually paid.

Mr. Evans pointed out, how- ever, that the law specifies four cases in which this penalty will not be applied, even though the taxpayer may have underestimat ed his tax substantially. The most common of these four exceptions is where the taxpayer's estimate and payments were based on his prior year's tax. This exception and the other three exceptions are outlined on a special form (Form 2210) that is available on request from local offices of the Internal Revenue Service. Form 2210 enables taxpayers tc deter mine whether they underpaid whether they qualify for waiver Verdi 4-H Club Session Is Held VERDI.
