Still, the quality of the show really hasn't suffered under Fox's aegis and the young network is happy to be able to promote its new fall shows during the telecast to many viewers who don't ordinarily watch Fox.

As usual, one's happiness with an Emmy show depends on how one's favorites do when the awards are passed around. This year's crop of nominations at least has the potential for some interesting upsets because so many cable shows produced competitive nominations in the major categories. Two special notes: Those who thought PBS's "The Civil War" was the best program of the past TV season should be aware it didn't enter eight categories it was eligible to which may be why it receded only two nominations in documentary categories. And Fox's "The Simpsons," which many fans expected to see vying for best comedy series, was not eligible because Television Academy rules prohibit animated shows from that category. Expect a change in that rule by next year when "The Simpsons" will be joined by at least three-other prime-time cartoon shows ABC's "Capitol Critters" and CBS's "Family Dog" and "Fish Police" as possible Emmy contenders.

Here are our personal picks of the shows and performers we liked best among the actual nominees. However, we don't expect many of them to be tonight's actual winners. Unfortunately, that's another tradition. OUTSTANDING COMEDY SERIES Nominated: "Cheers," NBC; "Designing Women," CBS; "The Golden Girls," NBC; "Murphy whose skillful underplaying is the core of this delightful show. becomes apparent that Warner's level-headed views about her career have almost nothing to do with fast-track Hollywood's lust for power.

But as she makes such a high-profile feature film debut, Warner has to consider the possibility of that sort of instant and temporary stardom. Warner the movie's distributor, is certainly encouraging it, sending her on a 10-city national tour. Even if it does happen, even if" the celebrity-hungry do decide that Julie Warner is to be the newest Ms. Starlet, she is confident that her common-sense approach to life will protect her from the pitfalls of public HBO; Suzanne Pleshette, "Leona Helmsley: The Queen of Mean," CBS; Lee Purcell, Road Home," NBC; Barbara Hershey, "Paris Trout," Showtime; by David Lyman Scripps Howard News Service, At 26, Julie Warner could hardly be mistaken for another Hollywood cutie-of-the-month.
